Regarding this issue, LawNet would like to answer as follows:

1. Functions and tasks of Vietnam Aviation Club

The functions and tasks of the Vietnam Airlines Club are specified in Article 9 of the Regulations on Management of Vietnam Airlines Club Activities issued together with Circular 20/2014/TT-BQP as follows:

- Function:

+ Organize and operate all forms of Vietnam Aviation Club activities according to the provisions of law, the Ministry of National Defense, and the Air Defense-Air Force;

+ Organize the implementation of national defense education tasks, specialized aviation education, and other activities according to the provisions of this Regulation;

- Tasks:

+ Attract and gather organizations, individuals, and aircraft purchased, imported, assembled, manufactured, or produced in Vietnam into the Vietnam Aviation Club to manage and organize flight activities according to these Regulations and the provisions of Law;

+ Implement defense education tasks according to the direction of the Ministry of National Defense, the General Staff and the Air Defense-Air Force and the guidance of the National Defense Education Board and competent agencies of the Army; organize vocational education; disseminate aviation knowledge; and follow the regulations of the Ministry of Defense related to the management and operation of flight activities in the airspace of the Socialist Republic of Vietnam;

+ Establish projects and projects to build and develop a fleet of sports aircraft, sports helicopters, gliders, hot air balloons, flying wings, and all kinds of sports parachutes invested by social organizations and foreign investors to build the Vietnam Aviation Club to develop according to the State's orientation, report to the Air Defense and Air Force to submit to the Ministry of National Defense and the General Staff for consideration and decision;

+ Develop training programs for operators (pilots) of flying vehicles, parachutists, paragliders, parachutists, and remote controllers of aircraft models; Build and develop a professionally qualified sports and parachute flying team, ready to participate in performances and competitions in domestic and international tournaments;

+ Develop programs and projects and direct the implementation of research, manufacturing, production, and assembly of sports aircraft and spare parts to ensure the operations of the Vietnam Aviation Club

+ Discovering and fostering talents for the military and civil aviation industries, especially in the fields of research, design, manufacturing, production, and control of flying vehicles;

+ Implement international cooperation; implement the conventions of the International Aviation Association (FAI) on the activities of the Vietnam Aviation Club in accordance with the provisions of State law and regulations of the Ministry of Defense;

+ Implement regulations on financial work according to Decree 43/2006/ND-CP stipulating autonomy and self-responsibility for performing tasks, organizational structure, payroll and finance for public service units.

2. Duties and powers of leaders of Vietnam Aviation Club

- President of Vietnam Aviation Club:

+ Research and thoroughly comply with the provisions of law, State policies, and regulations of the Ministry of Defense related to the management and organization of activities of the Vietnam Aviation Club;

+ Directly manage, organize, and operate the activities of the Vietnam Aviation Club according to the Regulations and be responsible to the Air Defense and Air Force for management and administration;

+ Preside over the construction of projects and schemes for building and developing the Vietnam Aviation Club; Plans and programs are implemented according to the functions and tasks specified in Article 9 of the Regulations on management of Vietnam Airlines Club's Activities issued together with Circular 20/2014/TT-BQP. Implement cooperation programs with the International Aviation Club Association, with Vietnamese state management agencies in the aviation industry, socio-political organizations, sponsors, domestic and foreign investors to invest in building the Vietnam Aviation Club to keep up with the country's development;

+ Comply with regulations on ensuring security and safety in organizing flight operations; Research and implement measures to ensure security and safety in operations;

+ Preside over preliminary and final reviews of activities, periodically reporting on the situation of activities every 06 months and 01 year and promptly proposing to the Air Defense and Air Force investment solutions to build the Vietnam Aviation Club for sustainable development;

+ Manage financial resources according to the provisions of Decree 43/2006/ND-CP; is the account holder of Vietnam Airlines Club;

+ Preside over and organize the review, certification, and dismissal of membership in aviation clubs.

- The vice presidents of the Vietnam Aviation Club are experienced professionals who are or have served in the Air Defense and Air Force, the Army or Civil Aviation; are the people who help and are responsible to the President of the Vietnam Aviation Club for assigned tasks.
