Latest guidelines on electing delegates for the superior party congress in Vietnam

Guidelines on electing the full number of delegates to attend superior Party congresses; convening or not convening replacement delegates for certain specific cases are as follows:

(1) Regarding the number of delegates

Lower-level Party congresses must elect the full number of delegates to attend superior Party congresses; not electing more than the prescribed number is allowed. In cases of insufficient election, it must be approved by the majority of delegates and reported to the superior Party committee.

(2) Cases not convened to attend the congress

- Party members at the Party member congress, those committee members, and those delegates at the delegate congress who, prior to the opening of the congress, have been suspended from Party activities, suspended from committee activities, prosecuted, indicted; delegates elected improperly according to election principles and procedures.

- Committee members at the level convening the congress who have decisions or notifications about retirement with the retirement date before the opening of the congress; or those with decisions to transfer work outside the Party prior to the opening of the congress.

(3) On the replacement of delegates

- Official delegates elected by lower-level congresses who are unable to attend the full duration of the congress will be replaced by alternate delegates appointed by the committee.

- Official delegates, after being elected, have transferred their Party activities outside the Party (level convening the congress), allowing the party organization there to appoint alternate delegates. If there are no alternate delegates available, where conditions permit, additional delegates may be elected.

- Official delegates absent at the beginning of the congress, with alternate delegates replacing them, but capable of attending the congress at its later period, can be invited to attend with the status of an invited delegate, subject to the agreement of the congress presidium.

Guidelines 04-HD/TW replace Guidelines 03-HD/TW, dated March 20, 2020, of the Secretariat of the XII Term, effective from the date of signing and disseminated to the Party cell.
