The following are the guidelines on verifying the completion of the driver training courses for categories B, C1 in Vietnam according to the latest regulations.

According to Clause 2, Article 7 of Circular 35/2024/TT-BGTVT, the organization of driver training courses for categories B, C1 is as follows:
- The driver training facility shall base on the contents including: the volume of the program and the allocation of training time prescribed in Clause 1, Article 7 of Circular 35/2024/TT-BGTVT and Appendix II issued together with Circular 35/2024/TT-BGTVT; review time, end-of-course tests, and holiday breaks to construct the total training course time not exceeding 90 days;
- The number of trainees for practical driving lessons is stipulated for one training vehicle: no more than 5 trainees for category B, and no more than 8 trainees for category C1; wherein, the driving distance is counted for each trainee, and the practice driving time on the training ground is counted for the group of trainees on the training vehicle.
According to Clause 4, Article 7 of Circular 35/2024/TT-BGTVT, the testing for driver training courses for categories B, C1 with theory and practice subjects at the driver training facility, to be eligible for completion of the training course, includes:
- Testing at the end of theoretical subjects according to the theoretical examination questions, the content includes subjects: traffic road law; structure and routine maintenance; traffic ethics and culture, prevention of alcohol harm when participating in traffic, fire fighting, and rescue skills; driving technique; simulating traffic situations;
- Testing at the end of practical driving subjects with interconnected tests, zigzag maneuvering, and road driving;
- The content and form of testing at the end of the subject are decided by the head of the driver training facility. Learners are eligible for end-of-subject testing when attending at least 70% of theory lesson time; attending enough time and at least 50% of kilometers in practical driving on a training ground; attending enough kilometers and at least 50% of practice driving time on the road;
- The evaluation score for the theoretical subjects of learners is according to a 10-point scale (from 1 to 10), rounded to one decimal place; for practical driving subject tests with interconnected exams evaluated according to Appendix XV issued together with Circular 35/2024/TT-BGTVT;
- Completing the training course is considered when the learner has 100% of the post-subject test scores in the training program with each subject scoring at least 5.0.
According to Clause 3, Article 7 of Circular 35/2024/TT-BGTVT, the driver training facility receives learner application dossiers ensuring compliance with conditions and composition as stipulated in Articles 14 and 15 of this Circular; prepares the examination registration report (Report 1) sent to the Department of Transport in one of the following forms: directly, by postal service, or electronically, while also transmitting data through the driver license information system:
- Driver training for categories B, C1: the driver training facility prepares the examination registration report, learner list (Report 1), and training plan according to Form No. 01, No. 02, No. 04 in Appendix IV issued together with Circular 35/2024/TT-BGTVT to the Department of Transport; the report must have the seal of the driver training facility;
- Report 1 for categories B, C1 should not exceed 7 working days after the course starts; the unit head assigned by the Department of Transport to manage examination and issuance of driving licenses checks and signs every page (including all pages of Report 1).
