On January 14, 2025, the Ministry of National Defense issued Decision 163/QD-BQP announcing the administrative procedures replacing the field of commendation for Militia and Self-Defense under the scope of the Ministry of National Defense’s management.

Procedures for commendation of individuals with achievements in militia and self-defense forces in Vietnam​

* Implementation Process:

- The grassroots unit organizes a review of individuals with achievements in the Militia and Self-Defense.

- The individual reviewed for commendation writes a report of achievements (according to the form).

- The individual reports achievements at the commendation evaluation conference of the agency, organization, or unit. The conference conducts evaluation and voting by secret ballot or hand raising.

- The commending council, the commendation and emulation committee meets to consider and vote by secret ballot or hand raising for each group.

- The political agency, political officer (where there is no political agency) or the agency, officer in charge of Militia and Self-Defense duty consolidates and reports to the party committee (party executive committee) of the same level for consideration and decision.

- Based on the decision of the party committee (party executive committee), the head of the agency, organization, unit, or the Chairman of the People's Committee at all levels, makes a commendation decision within their authority or proposes to a higher level for commendation.

- Heads of agencies and units under the Ministry of National Defense; Chief Commanders of the military commands of ministries and central authorities consider and propose to the Minister of National Defense (through the Department of Militia and Self-Defense/General Staff) to review, decide on commendation or submit to the Prime Minister of the Government of Vietnam.

- The Department of Militia and Self-Defense receives files, evaluates achievements, and reports to the Head of the General Staff for consideration and submission to the Minister of National Defense (through the Department of Propaganda/General Political Department).

- The Department of Propaganda/General Political Department consolidates and reports to the Chairman of the General Political Department to consider and submit to the Minister of National Defense for review, decision on commendation, or submission to the Prime Minister of the Government of Vietnam.

* Composition, Number of Files:

** File Composition:

- Proposal of the agency or unit (according to form number 01 as stipulated in Annex I attached to Decree 98/2023/ND-CP).

- List of nominations for the awarding of emulation titles or forms of commendation.

- Achievement report of the individual proposed for awarding the emulation title or form of commendation, confirmed by the level proposing commendation (according to forms number 03, 04, 06, 07, 08, and 10 stipulated in Annex I attached to Decree 98/2023/ND-CP).

- Meeting minutes and voting results of the commendation and emulation council (according to form number 1.9 stipulated in Decree 30/2020/ND-CP).

- Other related documents and materials (if any).

** Number of Files:

The file proposing the awarding of emulation titles, forms of commendation, and State honorary titles includes 01 set (original).

Time for Resolution:

- Time for evaluating commendation files:

+ The Ministry of National Defense evaluates commendation files under the authority of the Ministry’s decision and proposal within 25 working days from the date of receiving complete files according to regulations (excluding unexpected commendations).

The proposal for awarding emulation titles, forms of commendation for State-level merits, within 30 working days (40 working days for forms of commendation: “Order of Independence,” “Order of Ho Chi Minh,” “Order of the Golden Star”; Hero title), from the date of receiving complete files according to regulations, the Ministry of National Defense reviews and submits to the Prime Minister of the Government of Vietnam.

+ Agencies and units under the Central Military Commission, Ministry of National Defense evaluate commendation files under the authority of their decision and proposal within 20 working days from the date of receiving complete files according to regulations (excluding unexpected commendations).

- Time for notifying commendation results:

+ Upon receiving the commendation decision from the competent authority, within 10 working days, the commendation proposing unit notifies the commended individual.

+ In cases without sufficient conditions, standards, or files according to regulations, within 15 working days, from the date of receiving complete files proposing commendation, the Department of Propaganda notifies in writing to ministries, sectors, provinces, agencies, units under the Ministry of National Defense proposing commendation.
