Promulgation of technical regulations on the system for monitoring security, safety, and road traffic order assurance in Vietnam

Enacted together with Circular 62/2024/TT-BCA is the national technical standard on the system for monitoring security, safety, and road traffic order assurance, reference number: QCVN 05:2024/BCA.

This standard stipulates the technical requirements for devices and software of the surveillance system ensuring security, order, and road traffic safety.

This standard applies to organizations and individuals involved in the investment, construction, upgrade of devices, software, and the provision of services serving the operation of the surveillance system ensuring security, order, and road traffic safety.

In this standard, the following terms are understood as follows:

- The system for monitoring security, safety, and road traffic order assurance (hereinafter referred to as the traffic surveillance system) is a system of devices and software installed at the traffic surveillance center and devices installed at points along the route connected to the traffic surveillance center. The traffic surveillance system includes traffic surveillance devices, supporting devices for the traffic surveillance system, devices placed at the traffic surveillance center, and traffic surveillance system software.

- Traffic surveillance devices are devices capable of recording data, images, and violations of road traffic order and safety, including speed measuring devices and traffic cameras.

- Supporting devices for the traffic surveillance system are electronic devices capable of receiving, processing violation data, and images transmitted from the traffic surveillance center, assisting functional forces in handling violations.

- The Traffic Surveillance Center is the place for managing, operating, and exploiting the data of the traffic surveillance system. The devices placed at the traffic surveillance center include traffic surveillance system servers, data storage units, workstations, firewalls, core switches of the traffic surveillance center, uninterruptible power supply for servers and workstations, surge protectors for power lines at the traffic surveillance center, display screens, and other auxiliary equipment.

- Traffic surveillance system software are applications with functions for managing devices, displaying images, exploiting, connecting, and sharing data of the traffic surveillance system.

- The Transmission System comprises the transmission equipment and lines serving the sending and receiving of data of the traffic surveillance system.
