Under Article 8 Circular 20/2014/TT-BQP, the National Defense and Security Education Committee is a functional agency advising the Air Defense and Air Force Command on directing, guiding, and monitoring national defense education operations for the Vietnam Aviation Club with following duties:

- Grasp the duties and powers of the Air Defense and Air Force as stipulated in Article 7 of this regulation, advise the Air Defense and Air Force Command on guiding and monitoring the implementation of national defense education and career orientation education through operations of the Vietnam Aviation Club.

- Closely coordinate with the leadership of the Vietnam Aviation Club and functional agencies of the Air Defense and Air Force, social organizations, and local authorities, promptly proposing, advising the Air Defense and Air Force Command on measures to organize and develop sustainable Aviation Clubs; assist the Air Defense and Air Force Command in organizing domestic and international aviation sports competitions.

- Research, thoroughly understand, and implement the directives of the Central Council for National Defense and Security Education, the Ministry of Defense, and the Air Defense and Air Force in guiding national defense education operations and monitoring the implementation of duties and professional operations of the Vietnam Aviation Club.

- Detect and propose to the Air Defense and Air Force any regulatory content that needs adjustment or supplementation related to the operations and national defense education duties of the Vietnam Aviation Club.

- Closely coordinate with the functional agencies of the Air Defense and Air Force to inspect and supervise the implementation of national defense education duties and professional operations of the Vietnam Aviation Club.
