Recently, the Ministry of National Defense of Vietnam issued Circular 20/2014/TT-BQP on the promulgation of regulations for management of the operations of the Vietnam Aviation Club, including the prohibited acts in the organization of air traffic operations.

Article 6 of Circular 20/2014/TT-BQP stipulates the prohibited acts in the organization of air traffic operations of the Vietnam Aviation Club, including:
- Organizing flights without a flight permit, flight plan, notification, forecast, or without insurance for the flyer.
- Organizing flights in prohibited flight zones (unless authorized by competent authorities).
- Transporting explosives, flammable substances, firearms, ammunition, or prohibited goods on the flight vehicles.
- Launching, firing, or dropping objects, documents, goods, or harmful substances containing harmful information from the air.
- Displaying flags, banners, advertisements, or broadcasting loudspeakers for propaganda on flight vehicles without permission.
- Using flight vehicles without registration or having inappropriate registration marks or nationality marks as per the regulations of the Vietnamese government.
- Using aircraft that haven't been inspected and licensed for airworthiness by competent authorities when participating in activities in the Vietnamese airspace.
- Using flight vehicles with noise levels exceeding the regulated standards.
