This is an important provision stipulated in Circular 20/2014/TT-BQP issued by the Ministry of National Defense on the promulgation of regulations for management of the operations of the Vietnam Aviation Club, issued on April 29, 2014.
Organizational structure and staffing of Vietnam Aviation Club (Illustrative image)
According to the provisions of Article 15 of Circular 20/2014/TT-BQP, the organization and staffing of the Vietnam Aviation Club shall follow the Decision of the General Staff and Decree 43/2006/ND-CP of the Government of Vietnam on the autonomy and self-responsibility for performing tasks, organizing the apparatus, staffing, and finance for public service providers.
- Vietnam Aviation Club and affiliated units including Training center; production, assembly, technical maintenance, and testing facilities of aerial vehicles;
- Regional Aviation Clubs and affiliated units.
- The leadership and office (including departments: Accounting, administration, foreign affairs, service);
- Specialized departments: Flight theory, Airborne theory; Aviation engineering; Air sports; Research and manufacturing of aircraft, airplane models;
- Practical units: Training and flight center; Production, assembly, maintenance, mechanical, and testing workshop.
- Management and executive positions:
+ President, vice presidents of the Vietnam Aviation Club;
+ Heads, deputy heads, team leaders, group leaders, directors, deputy directors of the training centers, production and maintenance facilities.
- Specialized positions: Teachers, instructors, technitants.
- Administrative positions: Accountants, clerical staff, service personnel (medical, drivers, security).
The Commander of Air Defense - Air Force will appoint and dismiss key leading positions of the Vietnam Aviation Club and regional aviation clubs according to the organizational and staffing structure stipulated by the General Staff.
The Vietnam Aviation Club will recruit the remaining positions according to the organization and staffing structure stipulated by the Commander of Air Defense - Air Force and shall self-finance these operations in the form of socialization.
