1. Types of specialized motor vehicles according to new regulations in Vietnam

According to Clause 3, Article 34 of the Law on Road Traffic Order and Safety 2024, specialized motor vehicles include:

- Construction motorbikes;

- Agricultural and forestry motorbikes;

- Tractors;

- Trailers and semi-trailers towed by a tractor;

- Motorbikes performing special functions and utilities;

- Specialized vehicles used for national defense and security purposes participating in road traffic.

2. Regulations on issuance and revocation of certificates of registration and license plates for specialized motor vehicles participating in road traffic in Vietnam

As per Article 39 of the Law on Road Traffic Order and Safety 2024, regulations on the issuance and revocation of certificates of registration and license plates for motor vehicles and specialized motor vehicles participating in road traffic are as follows:

- The issuance of new certificates of registration and license plates for motor vehicles and specialized motor vehicles must ensure the following conditions:

+ Certification of vehicle origin;

+ Certification of legal ownership;

+ Documents on financial obligation fulfillment.

- The issuance of certificates of registration for motor vehicles and specialized motor vehicles in cases of change of vehicle owner must ensure the following conditions:

+ Certificate of revocation of vehicle registration, license plates; certificate of revocation of vehicle registration in cases of transferring, exchanging, gifting, inheritance of a vehicle with a winning auction license plate;

+ The conditions stipulated at points b and c, Clause 1, Article 39 of the Law on Road Traffic Order and Safety 2024.

- Changing certificates of registration and license plates for motor vehicles and specialized motor vehicles in the following cases:

+ Certificates of registration and license plates are blurred or damaged;

+ Modification, change of paint color; change of name, identification number of the organization, individual, or change of purpose of use;

+ When the vehicle owner changes addresses and needs to change the certificate of registration;

+ Certificates of registration, license plates have expired;

+ The vehicle registration authority changes the structure of the certificate of registration and license plate forms.

- Reissuing certificates of registration and license plates for motor vehicles and specialized motor vehicles in the case of loss of certificates of registration or license plates.

- Motor vehicles and specialized motor vehicles are issued with temporary license plates and registration in the following cases:

+ Already have a certificate of technical safety and environmental protection quality, a quality inspection slip from the factory for transfer from the factory to warehouse, port, or from warehouse, port, factory, sales agent to the registration location or to other agents, warehouses;

+ Vehicles proceed with re-export procedures or transfer ownership; vehicles serving events organized by the Communist Party or the State; vehicles registered abroad authorized, including right-hand drive vehicles (contrary steering) into Vietnam for transshipment, temporary import, re-export with a time limit for attending conferences, exhibitions, sports, tourism; except in cases where temporary license plates are not required under international treaties to which the Socialist Republic of Vietnam is a member and as stipulated in Article 55 of the Law on Road Traffic Order and Safety 2024;

+ Experimental vehicles for development research that need to participate in road traffic meeting the regulations at point h, Clause 5, Article 42 of the Law on Road Traffic Order and Safety 2024.

- Cases of revocation of certificates of registration and license plates for motor vehicles and specialized motor vehicles include:

+ Transfer of vehicle ownership; in the case of transferring, exchanging, gifting, inheriting a vehicle associated with a winning auction license plate, only the certificate of registration is revoked;

+ Imported vehicles exempted from taxes or temporarily imported vehicles of foreign agencies, organizations, and individuals that are re-exported, transferred ownership, or destroyed; vehicles with expired registration in special economic-commercial zones, international border-gate economic zones;

+ Registered vehicles with discovered forged documents or with conclusion from the competent authority regarding unauthorized alteration of the chassis number, engine number; dismantled vehicles to register for use on other vehicles;

+ Motor vehicles that exceed their usage period, damaged beyond use;

+ Discarded, lost vehicles that cannot be found and the owner requests the revocation of the certificate of registration and license plate;

+ The registration issuance, license plate issuance does not conform to legal regulations.

- The Minister of Public Security regulates procedures for issuing and revoking certificates of registration and license plates for motor vehicles and specialized motor vehicles participating in road traffic, except as stipulated in Clause 8, Article 39 of the Law on Road Traffic Order and Safety 2024.

- The Minister of National Defense regulates procedures for issuing and revoking certificates of registration and license plates for motor vehicles and specialized motor vehicles participating in road traffic managed by the Ministry of Defense.
