Recently, the Ministry of National Defense of Vietnam issued Circular 20/2014/TT-BQP on the promulgation of regulations for management of the operations of the Vietnam Aviation Club, including the responsibilities of the Air Defense - Air Force in the organization of air traffic operations.

Specifically, in Article 7 of Circular 20/2014/TT-BQP, the Command of the Air Defense-Air Force Service directly leads and directs investment in the building, development, and organization of the Vietnam Aviation Club with the following tasks and powers:
- Taking the lead in building a system of legal documents related to the management of the Vietnam Aviation Club for submission to competent authorities for review and issuance.
- Leading the planning of the development of the organization of the Vietnam Aviation Club nationwide; proposing to the Ministry of National Defense orientations, policies on investment, and international cooperation to develop the Vietnam Aviation Club in line with the country's development in the period of industrialization, modernization, and international integration.
- Approving development projects, and proposals of the Vietnam Aviation Club using domestic investment sources, professional technical plans, and documents, and issuing other related regulations to ensure dynamic, autonomous, and effective operations of the Vietnam Aviation Club.
- Directing the Defense Education Department to guide and implement the Vietnam Aviation Club to perform national defense education tasks.
- Deciding on key personnel and consolidating the organization, structure, and personnel consistent with the development of the Vietnam Aviation Club as oriented by the Ministry of National Defense.
- Inspecting and supervising the management, operation, investment procurement, security, and safety measures of the Vietnam Aviation Club; organizing investigations and conclusions on safety threats and aviation accidents.
- Directing the Service’s bodies to cooperate with functional agencies of the Ministry of National Defense, investing in funds, equipment, and initial facilities, providing documents and manpower, and ensuring the operation of the Vietnam Aviation Club.
- Directing the Vietnam Aviation Club to participate in rescue and disaster relief flights, festival flights, and other aviation services.
- Inspecting and resolving complaints, denunciations, rewarding, and handling violations.
- Issuing, suspending, extending, and revoking decisions related to the organization and operation of the Vietnam Aviation Club.
