To improve the quality of the appraisal of emulation documents submitted to the Prime Minister of Vietnam

Specifically, in order for the appraisal of reward dossiers to be submitted to the Prime Minister to ensure timely and in accordance with the law on emulation and commendation, the Ministry of Home Affairs proposed that when preparing documents to submit to the Prime Minister for consideration and decision on commendation and consideration and submission to the President for decision on commendation, ministries, branches, and provinces shall direct specialized agencies to fully implement the following 06 contents:

(1) Report submitted to the Prime Minister

(2) Reward route

(3) Regarding rewarding emulation movements in batches (topics)

(4) Achievement report

(5) Regarding the authority to recognize initiatives and the effectiveness of application and scope of influence of the initiative

(6) Regarding procedures and documents

For example, the contents related to the Report submitted to the Prime Minister are as follows:

- The proposal of the ministry, branch, and province to the Prime Minister requesting to fully meet the legal basis for the reward request, specifically:

+ It is necessary to clearly report whether current regulations on documents, procedures, conditions, and standards of collectives and individuals submitting for awards are met; clearly state the content that does not meet legal regulations (if any).

+ The content of the reward proposal must be consistent with the achievements of the collective and individual; rewards and achievements must be specific and clear.

- Facilitating comparison, storage, and lookup, it is recommended to prepare separate reward proposals for:

+ According to each type of reward: According to merit and achievements; by batch (or topic); unexpected; dedication process; by age; foreign Affair.

+ Awarded the Gold Star Medal, Ho Chi Minh Medal; Title of National Emulation Soldier; State honors; Ho Chi Minh Award; State Award.

+ Not combining the authority to decide on the rewards of the President with the Prime Minister or the Government in one Proposal.

+ Private confidential mode, private non-confidential mode.

- In case the request for reward is applied according to simple procedures, it must also be clearly stated in the report.
