On November 27, 2024, the Minister of Health of Vietnam issued Circular 41/2024/TT-BYT guiding the development of economic-technical norms for quarantine health services and preventive healthcare services at public healthcare facilities in Vietnam.
The development of economic-technical norms for medical quarantine services and preventive medicine at public health facilities in Vietnam must adhere to the following principles:
- Economic-technical norms are developed based on standards, technical procedures, and technical regulations (if any) as stipulated by the competent state authority; ensuring the accurate and complete calculation of necessary (including loss) expenditures to perform 01 (one) service.
- For types of materials that are directly used for multiple services and have manufacturer guidelines about the number of usages (with recommendations for replacement after a certain number of usages), the consumption is determined based on the manufacturer's guidance.
The methods for developing the aforementioned economic-technical norms in Vietnam include:
(i) Standard method: developing norms based on standards, technical procedures, and technical regulations as stipulated by the competent state authority.
(ii) Statistical and synthetic method: developing norms based on analyzing collected data from previous times (in the last 3 consecutive years) regarding the consumption of materials and direct labor to perform 01 (one) service.
(iii) Analytical and experimental method: developing norms based on scientific and practical basis through surveys at the unit (photography, timing, other measurement techniques) when determining the consumption of materials and direct labor to perform 01 (one) service.
(iv) Expert method: utilizing the experience of experts in the field to assess technical requirements and work content needed to suggest the consumption of materials and direct labor to perform 01 (one) service.
(v) Economic-technical norms are determined according to one or multiple methods stipulated in (i), (ii), (iii), and (iv). In case the competent state authority has issued the standards, technical procedures, or technical regulations, the method stipulated in (i) must be applied.
