1. Emergency response and search and rescue organizations in Vietnam

According to Article 5 of Decree 30/2017/ND-CP, the emergency response and search and rescue organizations is as follows:

- National Level: National Committee for Disaster Response, Natural Disaster and Search and Rescue.

- Ministries and Central Authorities Level: Command Committee on Natural Disaster Prevention and Search and Rescue.

- Local Level: Command Committees on Natural Disaster Prevention and Search and Rescue at various levels (province, centrally-run city; district, town of a province, city; commune, ward, commune-level town of a district or town).

- Specialized Units

+ Ministry of Defense:

- Rescue and Salvage Department;

- National Training Center for Air Search and Rescue;

- National Training Center for Marine Search and Rescue;

- National Training and Incident Response, Natural Disaster and Search and Rescue Center;

- Northern Regional Oil Spill Response Center;

- Central Regional Oil Spill Response Center;

- Search and Rescue Dog Training Center.

+ Ministry of Public Security:

- Units of the Fire Preventing and Fighting Police and Salvage and Rescue Forces.

+ Ministry of Transport:

- Vietnam Maritime Search and Rescue Coordination Center under the Vietnam Maritime Authority and regional Maritime Search and Rescue Coordination Centers

;- Aviation Search and Rescue Coordination Center under the Vietnam Air Traffic Management Corporation;

- Emergency Coordination Centers at Vietnamese Airports.

+ Ministry of Industry and Trade:

- Southern Regional Oil Spill Response Center/Vietnam Oil and Gas Group;

- Mine Rescue Center/Vietnam National Coal-Mineral Industries Group.

- Concurrent Units

+ Ministry of Defense:- Search and Rescue Coordination Stations: Co To (Quang Ninh), Bach Long Vi (Hai Phong), Con Co (Quang Tri), Ly Son (Quang Ngai), Truong Sa (Khanh Hoa), Phu Quy (Binh Thuan), Con Dao (Ba Ria - Vung Tau), Tho Chu (Kien Giang), Hon Khoai (Ca Mau), Song Tu Tay (Khanh Hoa);

- Chemical, Biological, Radiation, and Nuclear Incident Response Centers in Northern, Central, and Southern Regions;

- Teams participating in humanitarian assistance and disaster relief: Collapse Rescue Teams; Environmental Remediation Teams; Disaster Medical Assistance Teams; Search and Rescue Dog Teams; Maritime Search and Rescue Teams;

- Construction Engineering and Collapse Rescue Battalions;- Chemical, Biological, Radiation, and Nuclear Incident Response Teams;

- Airborne Search and Rescue Teams;- Mobile Communications Teams for Disaster and Catastrophe Response;

- Units of Military Zones, Corps, Services, Border Defense Force, Coast Guard, Hanoi Capital Command, the Command of Ho Chi Minh Mausoleum Protection, Branches, Army Groups, Academies, Schools, and General Departments.

+ Ministry of Public Security:

- Units of the Traffic Police Force, Mobile Police Force;

- Dog Training and Utilization Centers.

+ Ministry of Health:

- Emergency Centers 115 and emergency departments of hospitals.

- Coordinating and Voluntary Agencies, Units

+ Red Cross Society;

+ Non-government, social, and volunteer organizations.

2. Regulations on preparation of emergency response and search and rescue plans in Vietnam

Regulations on preparation of emergency response and search and rescue plans in Vietnam according to Article 11 of Decree 30/2017/ND-CP are as follows:

- Agencies, organizations, and localities proactively develop disaster response and search and rescue plans; annually, periodically adjust plans according to the actual situation.

- The National Committee for Disaster Response, Natural Disaster, and Search and Rescue guides the standing agency of the Command Committee on Natural Disaster Prevention and Search and Rescue of ministries, central authorities, and local authorities in developing disaster response and search and rescue plans in assigned areas.
