Below is the content of the regulation guiding the residence of individuals without a permanent residence, temporary residence in Vietnam from January 10, 2025.

According to Article 5 of Decree 154/2024/ND-CP detailing some articles and implementation measures of the Law on Residence:

- The place of residence of people living, people engaged in mobile occupations on ships, boats, or other movable means.

- The residence of people without permanent residence, temporary residence.

- Types of papers, documents proving legal domicile, papers, documents proving personal relations.

- Residence registration for minors; certain contents of residence registration and management.

- Dossier and procedure for cancellation of permanent residence registration.

- Dossier and procedure for cancellation of temporary residence registration.

- Information in the Residency Database, construction and management of the Residency Database, and the collection, updating, adjustment, management, connection, sharing, and exploitation of information in the Residency Database.

Accordingly, Article 4 of Decree 154/2024/ND-CP stipulates the residence of people without permanent residence, temporary residence from January 10, 2025, as follows:

(1) Persons without permanent residence, temporary residence must declare residency information using the Residency Information Change Declaration form and submit it online, directly, or through public postal services to the residency registration agency at their current place of residence as prescribed in Article 19 of the Law on Residence.

In cases where information is missing or inaccurate in the National Population Database, Residency Database, the residency registration agency at the citizen's current place of residence is responsible for receiving information, documents from citizens, checking, verifying, and implementing the collection, updating of citizens' information in accordance with the law.

(2) In cases where the residency registration agency discovers that a citizen falls under the category required to declare residency information, they are responsible for guiding and requiring the citizen to make a declaration. Within 30 days from the date the residency registration agency requests citizens to declare residency information, citizens are responsible for making the declaration as prescribed in (1).

(3) In cases where through inspection, verification identifies that residency information declared, provided by citizens is incomplete, inaccurate, or unverifiable, the residency registration agency issues a written or electronic document denying the receipt of declared residency information and requests the citizen to re-declare for verification, unless the re-declared information matches previously verified results. The period for re-checking, verification is the same as the initial check, verification period.

Upon inspection, verification, if there is evidence to confirm the declarant is a Vietnamese citizen and the information declared is complete, accurate, the residency registration agency proceeds to collect, update that citizen's information into the National Population Database to request the Ministry of Public Security's identification management authority to establish the personal identification number of Vietnamese citizens according to legal regulations. The residency registration agency is responsible for issuing residency information certification upon citizens' requests.

(4) The contents of the residency information certification include basic information about citizens: Full name, personal identification number; date of birth; gender; nationality; ethnicity; religion; native place; place of birth registration; current place of residence; date of residency declaration; full name of the head of household; relationship with the head of household; head of household's personal identification number.

(5) Citizens who have been issued residency information certification are responsible for registering permanent or temporary residence as soon as they meet the conditions, procedures specified in the Law on Residence; in cases where they do not meet permanent or temporary residence registration conditions but have changes in personal information, personal relations information, they must re-declare with the residency registration agency that issued the residency information certification for checking, verification, review, updating, adjusting the information in the National Population Database, Residency Database.
