Organizational structure of public service providers in the field of performing arts under the Department of Culture, Sports and Tourism of Vietnam from January 15, 2025

The following is the organizational structure of the public service providers in the field of performing arts under the Department of Culture, Sports and Tourism of Vietnam from January 15, 2025, as stipulated in Circular 13/2024/TT-BVHTTDL.

On November 25, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Circular 13/2024/TT-BVHTTDL guiding the implementation of functions, tasks, powers, and organizational structure of public non-business units in the performing arts field of the Forum under the Department of Culture, Sports, and Tourism, Departments of Culture and Sports of the centrally managed provinces and cities.

According to the provisions in Article 4 of Circular 13/2024/TT-BVHTTDL, the organizational structure of public service providers in the performing arts field belongs to the Department of Culture, Sports, and Tourism, Departments of Culture and Sports in provinces and centrally managed cities are as follows:

- Leadership of provincial-level public non-business units in the performing arts field includes a head and deputy heads as per the law, where the head is the unit leader responsible for tasks committed to the Director of the Department of Culture, Sports, and Tourism, the Department of Culture and Sports, and legally about the commissioned functions, tasks, and powers; deputies assist the head and are responsible to the head and the law for assigned tasks.

- Professional, specialist organizations of provincial-level public service providers in the performing arts field have departments responsible for administrative management, synthesis, internal management; departments performing professional, specialist functions in performing arts, organizing art performances, and performance art groups to develop and implement tasks specified in Article 3 of Circular 13/2024/TT-BVHTTDL. To be specific:

+ Developing time-bound, annual or extraordinary performing arts activity plans eligible for verification and execution after approval;

+ Producing and distributing artistic and performance products and programs; developing and implementing symbolic model activities in the arts field;

+ Collecting, researching, collecting, preserving, restoring, introducing, promoting and developing various forms of performing arts;

+ Leading and coordinating with related sectors, organizations in implementing tasks to develop performing arts activities serving political, economic, cultural, social tasks, and other local missions;

+ Collaborating to organize contests, linking various forms of performing arts;

+ Providing basic, essential public service activities in the field of performing arts;

+ Associating, collaborating with organizations and individuals to organize artistic activities under legal regulations;

+ Organizing training, coaching, and creative activities to enhance performance skills and capacity based on duly approved plans; cooperating with related agencies, organizations, and training centers in arts to select and train individuals with performance arts potential;

+ Collaborating, exchanging expertise in performing arts with domestic and international related organizations as per legal provisions;

+ Participating in contests, festivals specializing in various forms of performing arts domestically and internationally following legal provisions;

+ Making policy reports, periodic statistics, and forecasts per legal regulations;

+ Constructing suitable work aligned with the unit's functions and duties sanctioned by authority; building task assignments, plans, solutions, methodologies;

+ Managing organization structures, staffing, implementing official and worker management policies in the managed scope;

+ Managing, utilizing finances, assets, allocated resources, and other income sources as per legal norms;

+ Executing other duties assigned by the Director of the Department of Culture, Sports, and Tourism, Director of the Department of Culture and Sports, and competent authorities under legal frameworks.

- The establishment of rooms, collectives; the number of deputy heads in provincial-level business units in the performing arts is in adherence to the legal regulations on establishment, restructuring, and dissolution of business entities.
