Promulgation of new Decree  guiding the Law on Residence in 2020 in Vietnam

Decree 154/2024/ND-CP provides detailed regulations and measures for the implementation of the Law on Residence regarding following issues:

- The place of residence for individuals living or working on ships, boats, or other mobile means.

- The place of residence for individuals without a permanent or temporary residence.

- Types of documents and materials proving legal residence, as well as documents and materials establishing personal relationships.

- Registration of residence for minors; and certain aspects of residence registration and management.

- Files and procedures for canceling permanent residence registration.

- Files and procedures for canceling temporary residence registration.

- Information within the Residence Database, including the construction and management of the Residence Database and the collection, updating, adjustment, management, connection, sharing, and exploitation of information within the Residence Database.

Additionally, the responsibilities of the commune-level People's Committees are as follows:

- Receive and process requests for confirmation of regular docking places; vehicular use for residential purposes, or written approval for vehicular docking.

- Confirm personal relationship information, subjects under point b, point c clause 2 Article 20 of the Law on Residence 2020, information on legal housing without disputes, ensuring average space per capita for permanent residence registration based on the proposals of judicial - civil status, land registry officials, and commune-level police.

- Update information on civil status, and issue documents related to personal identity for citizens in accordance with their authority, ensuring such information is accurate, promptly, appropriate, and consistent with citizen information in the National Database on Population and the Residence Database.
