On November 25, 2024, the Office of the Government of Vietnam issued Official Dispatch 8685/VPCP-CN to implement policies for the development of green transportation vehicles.
The Deputy Prime Minister of the Government of Vietnam requests ministries and central authorities and the People's Committees of provinces and centrally-run cities to urgently study and implement the tasks associated with the roadmap as stated in the "Report Proposing Policies to Support the Transition to Electric Vehicles" attached to Official Dispatch 12093/BGTVT-KHCN&MT dated November 7, 2024, from the Ministry of Transport of Vietnam (document attached), to promote the transition to green energy in the transportation sector; with particular attention to:
- The Ministry of Transport is responsible for general policies to promote the transition, facilitating the circulation of electric vehicles to replace fossil fuel vehicles; policies to encourage individuals and businesses to switch to electric vehicles; and national technical regulations on electric vehicles, components, and accessories for electric vehicles.
- The Ministry of Industry and Trade is responsible for developing the electric vehicle manufacturing industry, electric vehicle auxiliary industries; developing electric charging infrastructure systems; offering favorable electricity pricing at public charging stations; national technical regulations on electric/hydrogen charging stations; and policies to ensure electricity supply for charging stations.
- The Ministry of Finance is responsible for preferential policies on taxes and fees; policies on procuring public assets for transitioning to using electric vehicles; and financial support policies, both direct and indirect, to facilitate users in transitioning to electric vehicles.
- The Ministry of Planning and Investment is responsible for encouraging investment in electric vehicle manufacturing, auxiliary technology for electric vehicle production, transitioning to using electric vehicles for freight and passenger transport, and developing electric/hydrogen charging infrastructure.
- The Ministry of Construction is responsible for regulations on the allocation of charging stations within buildings, constructions, and urban areas; construction permits for charging stations.
- The People's Committees of provinces and centrally-run cities are tasked with issuing policies to promote the transition to electric vehicles locally. In the immediate phase, from now until 2030, plans for transitioning to the use of electric buses and intraprovincial passenger vehicles should be issued according to the roadmap in Decision 876/QD-TTg dated July 22, 2022, of the Prime Minister of the Government of Vietnam.
