On August 30, 2024, the Governor of the State Bank of Vietnam issued Circular 45/2024/TT-NHNN stipulating the management and organization of the implementation of science and technology tasks of the State Bank of Vietnam.

1. Handling of the acceptance results of ministerial-level science and technology tasks of the State Bank of Vietnam

Pursuant to Article 27 of Circular 45/2024/TT-NHNN, the handling of the acceptance results of ministerial-level science and technology tasks of the State Bank of Vietnam is as follows:

- For ministerial-level science and technology tasks rated "Achieved" or higher: Within 30 days from the date of the Advisory Council meeting for evaluation and acceptance of ministerial-level science and technology task results, the hosting organization or individual must:

- Complete the dossier of the ministerial-level science and technology task according to the conclusions of the Council;

- Prepare the Completion Report of the ministerial-level science and technology task according to Form No. 10 in Appendix IV issued with Circular 45/2024/TT-NHNN and send it to the Banking Strategy Institute;

- The Banking Strategy Institute cooperates with the Chairman of the Council to inspect and supervise the completion of the evaluation dossier of the task.

- For ministerial-level science and technology tasks rated "Not Achieved":

- If the result of the ministerial-level science and technology task is rated "Not Achieved" and the task has not been extended and the Advisory Council recommends an extension, the hosting organization or individual of the ministerial-level science and technology task must carry out the extension procedure to continue completing the task. The extension period complies with the provisions of point a, clause 1, Article 22 of Circular 45/2024/TT-NHNN.

After the extension period, the evaluation and acceptance are carried out according to the provisions of Circular 45/2024/TT-NHNN. All costs for completing the contents specified in the contract for the implementation of the science and technology task, re-evaluation of the results shall be borne by the hosting organization and individual of the ministerial-level science and technology task;

- If the result of the ministerial-level science and technology task is rated "Not Achieved" and is not extended following point a, clause 2, Article 27 of Circular 45/2024/TT-NHNN or the second acceptance result is still not achieved, the Banking Strategy Institute, based on the conclusions of the Evaluation Council, submits the termination of the contract to the Governor for consideration following the terms stipulated in the contract. If necessary, the Governor shall request the Banking Strategy Institute to seek additional independent expert opinions before making a decision.

2. Guidance on task of submitting research results of ministerial-level science and technology tasks of the State Bank of Vietnam

The task of submitting research results of ministerial-level science and technology tasks of the State Bank of Vietnam is specifically stipulated in Article 24 of Circular 45/2024/TT-NHNN as follows:

No later than the end date of the research period recorded in the contract for the implementation of the science and technology task, the hosting organization or individual of the ministerial-level science and technology task must submit the research product and self-evaluation report of the science and technology task results according to Form No. 04 in Appendix IV issued with Circular 45/2024/TT-NHNN to the Banking Strategy Institute for evaluation and acceptance.
