Grounds for official recruitment in Vietnam from September 17, 2024

The official recruitment in Vietnam from September 17, 2024, will be based on the following grounds:

- The official recruitment in Vietnam must be based on task requirements, job positions, and staffing quotas.

- The authority responsible for recruiting officials must develop a recruitment plan, decide on recruitment under their authority, or report to the official management agency for approval as a basis for recruitment before each recruitment period. The recruitment plan includes:

+ The number of assigned staffing and the number of unutilized staffing of the official-using agency;

+ The number of staff required for each job position, specifying the job positions for multiple official-using agencies (if any);

+ The number of staff, the job positions specifically for ethnic minorities (if any), specifying the quota and ethnic structure required;

+ The number of staff and job positions for recruitment (if any) for each group of candidates: those committed to working voluntarily for five years or more in areas with extremely difficult socio-economic conditions; students who are sponsored according to the policies defined in the Law on Education, returning to work in their localities after graduation; excellent graduates, talented young scientists;

+ Standards and conditions for application registration for each job position, specifying requirements on the scoring scale for the official entry quality assessment results (if any); language requirements for the exam for each job position (if any);

+ The form and content of recruitment (competitive examination or selection); if it is a competitive examination, specify the form of organization for the specialized subject exam;

+ Other contents (if any).

- The recruitment plan for the group of excellent graduates and talented young scientists is implemented according to the regulations of the Government of Vietnam on policies to attract and create sources of officials from excellent graduates and young scientific staff.

More details can be found in Decree 116/2024/ND-CP which comes into force in Vietnam from September 17, 2024.
