On January 23, 2025, the Steering Committee on the summary of implementing Resolution 18 of the Government of Vietnam issued Official Dispatch 35/CV-BCDTKNQ18 regarding the completion of plans to reorganize and streamline the organizational apparatus, entrusting the Ministry of Public Security to proactively guide the deployment of plans to reorganize the district-level police.

According to Official Dispatch 35/CV-BCDTKNQ18, the Steering Committee of the Government of Vietnam requests ministries, agencies, agencies under the Government of Vietnam, and People's Committees of provinces and central-affiliated cities to excel in political and ideological work, promptly resolve policies for officials and public employees, workers, and other related entities, ensuring that assigned tasks are effectively carried out.

The proposal urges ministries, sectors, and localities to complete the construction of criteria, evaluation regulations, and conduct reviews and screenings of officials and public employees under their management, ensuring a minimum reduction of 20% in officials and public employees salaried by the state budget, aligning with the downsizing plan and reorganizing the apparatus of ministries and sectors in line with the implementation timeline of policies stipulated in Decree 178/2024/ND-CP.

Previously, on January 4, 2025, the Steering Committee on the summary of the implementation of Resolution 18-NQ/TW of the Government of Vietnam issued Official Dispatch 31/CV-BCDTKNQ18 regarding the implementation of Decree 178/2024/ND-CP of the Government of Vietnam.

To effectively implement the policy, the Steering Committee proposes that ministries, committees, agencies, and localities disseminate and educate political and ideological thinking for officials, party members, officials and public employees, workers, and armed forces personnel, especially those impacted by organizational restructuring, to promote their responsibility spirit, prioritize collective benefits, and sacrifice personal interests (if any) to fulfill the Communist Party's policy, creating consensus among officials, party members, and the populace.

Timely commend and encourage collectives and individuals with significant achievements and contributions to agencies, organizations, and units in the process of reorganizing the apparatus, aligning with staffing streamlining and restructuring, to enhance the quality of the officials and public employees team.

Additionally, promptly establish and enact specific criteria aligned with the characteristics, conditions, and realities of ministries, committees, agencies, and localities associated with evaluating officials and public employees, delegating responsibilities to party committees, authorities, and leaders of agencies, organizations, and units to decide on individuals required to retire due to organizational restructuring, staffing streamlining, restructuring, and improving the quality of officials and public employees.

Reduce a minimum of 20% of officials and public employees salaried by the state budget to align with the organizational downsizing and streamlining plans of ministries, committees, agencies, and localities according to the policy implementation timeline stipulated in Decree 178/2024/ND-CP, ensuring the fulfillment of tasks assigned by authorized agencies is not affected.

Unifying streamlined apparatus to 17 ministries and 5 subordinate agencies, eliminating district-level police organizations in Vietnam

According to Conclusion 121-KL/TW 2025, the organizational structure of the Government of Vietnam for the 2021-2026 tenure will be streamlined to 14 ministries and 3 equivalent agencies (a reduction of 5 ministries and central authorities, equivalent to 22.7%), including: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports, and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Ministry of Finance; Ministry of Construction; Ministry of Agriculture and Environment; Ministry of Science and Technology; Ministry of Home Affairs; Ministry of Ethnic and Religious Affairs; Government Office of Vietnam; Government Inspectorate of Vietnam; State Bank of Vietnam.

There are 5 subordinate agencies under the Government of Vietnam (a reduction of 3 agencies, equivalent to 37.5%), including: Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam Radio, Vietnam News Agency.
