The following article pertains to the maintenance and renovation of villas in Ho Chi Minh City as newly regulated in Decision 20/2025/QD-UBND.

On February 13, 2025, the People's Committee of Ho Chi Minh City issued Decision 20/2025/QD-UBND promulgating regulations on the management and use of villas in Ho Chi Minh City.
According to Article 8 Decision 20/2025/QD-UBND, the maintenance and renovation of villas in Ho Chi Minh City are as follows:
(1) For the maintenance of villas in Ho Chi Minh City
- The maintenance of villas shall be carried out in accordance with the provisions of law on construction, law on planning and architecture management, housing law, and other relevant laws.
- For villas attached to historical-cultural relics, maintenance must comply with regulations on repair, restoration, preservation, and rehabilitation of relics according to the provisions of cultural heritage law.
- Owners, management units, and users of villas are responsible for maintaining the villas. In cases where the user is not the owner and wishes to perform maintenance on private ownership parts, consent must be obtained in writing from the owner.
For villas with multiple owners, each owner is responsible for maintaining their privately owned part and contributing to the cost of maintaining the common parts of the villa to the representative of the villa owners, with contributions agreed upon between the owners; in the absence of an agreement, the cost is allocated proportionately to the private ownership area of each owner.
- The maintenance of villas must ensure the safety of people, property, and maintain environmental hygiene.
(2) For the renovation of villas in Ho Chi Minh City
- The renovation of villas categorized into groups (including group one, group two) is carried out according to the provisions in Clause 2, Article 123, and Clauses 3 and 4, Article 131 of the Housing Law 2023.
- For group one villas: In cases where they are damaged, degraded, and at risk of collapse as concluded by a competent authority, specialized agencies in construction, architecture, and culture coordinate with the People's Committee of Thu Duc City and districts (where the villas are located) to conduct surveys, inventory, and preserve original materials, interior and exterior images of the structure as a basis for guiding renovation, repair, or issuance of permission for rebuilding; additional construction within the premises of valuable architectural works is carried out according to the Architectural Management Regulation issued by the People's Committee of the City.
If using different colors, materials, or changing the function of the villa, it must be approved by the City People's Committee after receiving input from specialized agencies in construction, architecture, and culture.
- For group two villas: In cases where they are damaged, degraded, and at risk of collapse as concluded by a competent authority, specialized agencies in construction, architecture, and culture coordinate with the People's Committee of Thu Duc City and districts (where the villas are located) to conduct surveys, inventory, and preserve original materials, interior and exterior images of the structure as a basis for guiding renovation, repair, or issuance of permission for rebuilding; new construction and additional construction within the premises of valuable architectural works is carried out according to the Architectural Management Regulation issued by the People's Committee of the City.
