On February 3, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 09/CD-TTg on ensuring the implementation of a civilized, safe, and economical lifestyle in festival activities after the Lunar New Year of the Wood Snake and Spring Festival 2025, which includes the requirement to continue strengthening state management of beliefs, religions, and festivals.

The Prime Minister demands that officials and public employees, and employees in the state administrative system and related agencies and organizations strictly adhere to administrative discipline, labor discipline, and do not organize Spring outings or New Year’s greetings during working hours, affecting the time and progress of resolving work, especially for the local people.

Absolutely do not attend festivals during working hours, do not use official vehicles for festivals, except in the case of duty performance; do not use state budgets, means, or state assets contrary to regulations for festival activities. Leaders of ministries, agencies, and localities must not attend festivals without being assigned by competent authorities.

Duties of officials in Vietnam

Duties of officials towards the Vietnam Communist Party, State, and People

- Be loyal to the Communist Party of Vietnam, the Socialist Republic of Vietnam State; protect the honor of the Homeland and national interests.

- Respect people, and devoutly serve the people.

- Maintain close contact with the people, listen to their opinions, and be under their supervision.

- Comply strictly with the Party's guidelines, policies, and the State's laws.

Duties of officials in performing public duties

- Fulfill duties and responsibilities assigned and be responsible for the results.

- Maintain a sense of organizational discipline; comply with agency, organization, and unit rules and regulations; report to the competent authority upon discovering violations of the law within the agency, organization, or unit; protect state secrets.

- Proactively and closely coordinate in performing public duties; maintain solidarity within the agency, organization, and unit.

- Protect, manage, and utilize state assets effectively and economically.

- Comply with superiors' decisions. If the decision is believed to be illegal, promptly report in writing to the decision-maker; if the decision-maker insists on enforcement, a written document must be provided, and the executor must comply but is not responsible for the consequences, while also reporting to the decision-maker's direct superior. The decision-maker is legally responsible for their decision.

- Other duties as stipulated by law.

Duties of officials who are leaders

In addition to fulfilling the above obligations, officials who are leaders of agencies, organizations, or units must also fulfill the following duties:

- Direct the organization to perform assigned tasks and be responsible for the activity results of the agency, organization, or unit;

- Inspect, urge, and guide the implementation of duties by officials;

- Organize the implementation of measures to prevent bureaucracy, corruption, practice thriftiness, and prevent wastefulness and be responsible for allowing bureaucracy, corruption, wastefulness in the agency, organization, or unit;

- Organize the implementation of legal regulations on grassroots democracy and office culture within the agency, organization, or unit; promptly and strictly handle officials under management for violations of discipline, law, and attitudes of bureaucracy, arrogance, and causing inconvenience to citizens;

- Resolve promptly, according to the law and authority, or recommend competent agencies to resolve complaints, denunciations, and recommendations of individuals and organizations;

- Other duties as stipulated by law.
