The following article pertains to the maintenance and renovation of villas in Ho Chi Minh City as newly regulated in Decision 20/2025/QD-UBND.

On February 13, 2025, the People's Committee of Ho Chi Minh City issued Decision 20/2025/QD-UBND promulgating regulations on the management and use of villas in Ho Chi Minh City.
According to Article 8 Decision 20/2025/QD-UBND, the maintenance and renovation of villas in Ho Chi Minh City are as follows:
(1) For the maintenance of villas in Ho Chi Minh City
- The maintenance of villas shall be carried out in accordance with construction laws, regulations on planning and architecture management, housing laws, and other relevant legal regulations.
- For villas associated with historical-cultural relics, the maintenance must comply with regulations on repair, renovation, preservation, and restoration of relics as per the cultural heritage laws.
- The owner, management unit, or those using the villa are responsible for its maintenance. In cases where the user is not the owner and wishes to perform maintenance on their private property, they must obtain written consent from the owner.
For villas with multiple owners, each owner is responsible for maintaining their private area and contributing to the maintenance costs of common areas to the representative of the villa's owners according to the contribution level agreed upon by the owners. If there is no agreement, the cost will be allocated according to the privately owned area of each owner.
- Villa maintenance must ensure the safety of people and property and maintain environmental hygiene.
(2) For the renovation of villas in Ho Chi Minh City
- The renovation of villas, grouped into categories (including Group One, Group Two), is implemented according to Clause 2, Article 123, Clauses 3 and 4, Article 131 of the Housing Law 2023.
- For Group One villas: In cases of damage, deterioration, risk of collapse with a conclusion from a competent authority, specialized construction, architecture, and culture agencies will coordinate with the People's Committee of Thu Duc City and relevant districts and communes (where the villa is located) to conduct surveys, inventory, store original materials, and images of the interior and exterior of the structure to serve as a basis for guidance on renovation or granting permits for rebuilding; any supplementary construction within the architectural compound of value is conducted following the architectural management regulations promulgated by the City People's Committee.
If using different colors, materials, or changing the function of the villa, it must be approved by the City People's Committee after receiving comments from the specialized agencies on construction, architecture, and culture.
- For Group Two villas: In cases of damage, deterioration, risk of collapse with a conclusion from a competent authority, specialized construction, architecture, and culture agencies will coordinate with the People's Committee of Thu Duc City and relevant districts and communes (where the villa is located) to conduct surveys, inventory, store original materials, and images of the interior and exterior of the structure to serve as a basis for guidance on renovation or granting permits for rebuilding; any new or supplementary construction within the architectural compound of value is conducted following the architectural management regulations promulgated by the City People's Committee.
