Regarding this matter, LawNet would like to answer as follows: 

Below is the content of the solution for implementation in the Program for Saving and Anti-Waste in 2024 by the General Department of Taxation of Vietnam in Decision 496/QD-TCT dated April 19, 2024. 

To urgently build a job position system for tax officials and public employees in Vietnam

Specifically, in terms of organizing the machinery, management, labor utilization, and working hours, the General Department of Taxation has implemented the following solutions:

- Urgently establish a job position system for officials and public employees; official structure and rank in administrative agencies according to the provisions of Decree 62/2020/ND-CP dated June 1, 2020, and relevant implementation guidelines from competent authorities, to serve as a basis for managing and utilizing officials and public employees, effectively managing working hours, and implementing salary reform.

- Implement transparency, openness, and democracy in planning, appointment, promotion, rotation of personnel, recruitment, utilization, and disciplinary actions for officials and public employees, in order to attract capable individuals, improve the quality of the official and public employee workforce, and reduce complaints and accusations related to personnel and work.

- Ensure strict compliance with internal regulations and working rules in agencies and offices. Strictly manage working hours, inspect, and monitor the quality and effectiveness of the work of officials and public employees.

- Enhance the role and responsibilities of leaders of agencies and organizations. Strictly enforce the labor discipline, ethics, and responsibilities of officials and public employees. Organize effective inspection and supervision of official duties, resolutely handle officials and public employees who engage in corrupt and negative behaviors and fail to fulfill their rights and obligations, and those who fail to comply with legal regulations.

- Enhance the application of information technology in the directive and management activities of the units; effectively utilize standardized shared software throughout the sector.

- Build a professional, friendly, modern, and efficient working environment and style. Emphasize training and development to improve the quality of human resources and the ethical standards of officials and public employees, in order to enhance professional expertise and meet the requirements of administrative procedure reform.

- Continue to review, streamline, and simplify administrative procedures within the Tax system; create maximum convenience; reduce time and administrative transaction costs for citizens and businesses; and promote the application of information technology in administrative procedures through the Tax Agency's Electronic Information System, the Ministry of Finance, and the National Public Service Portal.

The implementation of the above solutions must ensure the following objectives:

- Improve the efficiency of saving and anti-waste practices to maximize the use of all resources to achieve growth objectives, economic development, stability of people's lives, and social security; resolutely implement synchronized solutions for saving and anti-waste in all areas of economic and social life, ensuring the set goals, requirements, and tasks.

- Strengthen the leadership and direction of the leaders of the General Department of Taxation, Party committees at all levels, and heads of units under the General Department of Taxation in promoting saving and anti-waste practices to continue preventing and gradually eliminating waste, contributing to improving the effectiveness of resource management and utilization to fulfill political and development tasks in the tax sector.

- The Program for Saving and Anti-Waste in 2024 of the General Department of Taxation aims to clearly define the objectives, targets, criteria for evaluation, and requirements for waste prevention, creating a noticeable change in awareness of saving and anti-waste practices; making the work of saving and anti-waste truly effective with specific results, while clearly identifying the key tasks as well as the measures and actions to be implemented in the units affiliated with the General Department of Taxation to achieve the set saving goals and ensure compliance with the regulations in the overall Program of the Government on saving and anti-waste in 2024 and the Program for Saving and Anti-Waste in 2024 of the Ministry of Finance.

- Enhance the sense of responsibility of the heads of units affiliated with the General Department of Taxation and officials, public employees, and employees in those units regarding saving and anti-waste practices; foster a habit of regularly practicing saving and anti-waste in all circumstances for all officials, public employees, and employees.

- Make saving and anti-waste practices a priority and regular task in the implementation of political and professional tasks of units affiliated with the General Department of Taxation.

- Serve as a basis for units affiliated with the General Department of Taxation to develop their own Programs for Saving and Anti-Waste within the scope and management of the unit.

More details can be found in Decision 496/QD-TCT, which comes into force from April 19, 2024, and will be implemented in 2024.
