Below is the content of the economic-technical norms for the services of collecting and promoting the value of ancient documents in Vietnam from January 5, 2025, as stipulated in Circular 12/2024/TT-BVHTTDL.

On November 20, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Circular 12/2024/TT-BVHTTDL stipulating the economic-technical norms for the service of collecting, preserving, and promoting the value of ancient, rare documents and collections of documents with special historical, cultural, and scientific value.
According to the provisions of Article 3 of Circular 12/2024/TT-BVHTTDL, the content and structure of the economic-technical norms for the service of collecting, preserving, and enhancing the value of ancient, rare documents, and collections with special historical, cultural, and scientific value are as follows:
- Content of the economic-technical norms includes:
+ Labor consumption, which is the direct and indirect labor time required for each average labor grade to complete the execution of a service. The consumption level of direct labor is the time to perform the stages of public career services, calculated in man-days, with each man-day corresponding to one working day (8 hours) according to the provisions of Article 105 of the Labor Code. The consumption level of indirect labor is calculated at 15% of the total direct labor consumption.
+ Machinery and equipment usage consumption, which is the necessary usage time for each type of machine and equipment to complete the provision of public career services. The consumption level in the norms is calculated in machine shifts, each shift corresponding to the total machine depreciation time with one working day (8 hours) as per Article 105 of the Labor Code.
+ Material consumption, which is the quantity of specific and necessary materials used directly to serve the provision of public career services. The consumption level in the norms is calculated by the quantity of each specific material. The consumption of auxiliary materials is calculated at 10% of the total material consumption value in the same norms table.
- Structure of the economic-technical norms includes:
+ Name of the norm;
+ Description of the work content: is the content of the main stages to perform the provision of public career services;
+ Norm table, including:
- Labor consumption norm: job title and average labor grade, unit for consumption measurement, norm consumption value;
++ Machinery and equipment usage consumption norm: name of machine or equipment type, unit for consumption measurement, norm consumption value;
++ Material consumption norm: name and specifications of material, unit for consumption measurement, norm consumption value;
++ Norm value: is the actual execution time value calculated by labor consumption, machinery, equipment usage, and material usage during the provision of public career services.
++ Notes: is the content guiding how to calculate norms under different technical conditions (if any) or to complete a work volume different from the unit of calculation in the Norms Table.
