Below are the regulations on the requirements and standards for traffic police officers carrying out the duties of command and traffic control in Vietnam from January 1, 2025.

On November 12, 2024, the Minister of Public Security of Vietnam issued Circular 69/2024/TT-BCA prescribing the command and control of road traffic by the Traffic Police.
Circular 69/2024/TT-BCA stipulates requirements, standards, duties, powers, responsibilities, equipment, means, weapons, support tools, principles, and forms in the command and control of road traffic; allocation and decentralization in the work of commanding and controlling road traffic.
The Circular applies to following entities:
- Traffic Police officers and non-commissioned officers tasked with commanding and controlling road traffic (hereinafter referred to as Traffic Commanding and Controlling Police).
- Police of units and localities.
- Agencies, organizations, and individuals involved in road traffic activities within the territory of the Socialist Republic of Vietnam.
In which, Article 4 of Circular 69/2024/TT-BCA stipulates the requirements and standards for Traffic Commanding and Controlling Police as follows:
(1) Requirements
- Grasp and correctly implement the provisions of Circular 69/2024/TT-BCA and other relevant legal regulations;
- Properly and fully execute the assigned duties; comply with regulations on democratic practice in ensuring traffic order and safety and the Public Security Ordinance.
(2) Standards
- Possess at least an Intermediary level of People's Public Security or equivalent. Officers and non-commissioned officers graduating from schools outside the Police sector must have completed a legal and professional training course in the People's Public Security as prescribed;
- Have undergone professional training for the tasks of commanding and controlling road traffic according to the program and content of the Traffic Police Department;
- Must receive training or guidance on the operation process, situation handling, methods of using, and maintenance when assigned the task of managing, operating, and exploiting the road traffic signal system; using smart devices to assist in commanding and controlling road traffic; commanding and controlling road traffic at the Traffic Command Center.
(i) Comply with the provisions of Circular 69/2024/TT-BCA, other relevant legal regulations, and regulations on democratic practice in ensuring traffic order and safety.
(ii) Ensure people and vehicles participating in traffic move in an orderly, safe, and smooth manner. In case of priority vehicles participating, allow priority vehicles to move first, based on the priority order of the vehicles to clear the way. The lane with many vehicles is given priority for movement first and has more time to move; the lane with fewer vehicles moves later and has less time to move; the lane with motor vehicles moves before the lane with rudimentary vehicles.
(iii) Ensure unity in organization, direction, operation, allocation, decentralization, and coordination in commanding and controlling road traffic activities.
(iv) In case of encountering vehicles, convoys carrying high-ranking leaders of the Communist Party, State, and foreign guests with Traffic Police escort, the Traffic Commanding and Controlling Police must salute according to the People's Public Security Ordinance (according to form 01 issued along with Circular 69/2024/TT-BCA) except when performing actions to control road traffic.
