Below is the regulation content regarding the procedures for issuing certificates of use for weapons, explosives, and supporting tools in Vietnam effective from January 1, 2025.

On November 15, 2024, the Government of Vietnam promulgated Decree 149/2024/ND-CP detailing certain provisions and implementing measures for the Law on Management and Use of Weapons, Explosives, and Supporting Tools.

Procedures for issuance of Certificates for the use of weapons, explosives, and supporting tools in Vietnam from January 1, 2025

Article 18 of Decree 149/2024/ND-CP stipulates the issuance of the certificate of use of weapons, explosives, supporting tools; warehouse management certificates where weapons, explosives, supporting tools are stored, as follows:

(1) The issuance of the certificate of use of weapons, explosives, supporting tools; warehouse management certificates where weapons, explosives, supporting tools are stored, is carried out as follows:

- Within 05 working days after completing examinations, assessments, the competent authority as specified in Clause 2, Article 15 of Decree 149/2024/ND-CP is responsible for issuing the certificate of use of weapons, explosives, supporting tools; warehouse management certificates where weapons, explosives, supporting tools are stored for individuals who have met the requirements; for individuals who do not meet the requirements, send notification of examination and assessment results to the recommending agency, organization, or enterprise;

- The certificate of use of weapons, explosives, supporting tools and the warehouse management certificate where weapons, explosives, supporting tools are stored are valid for 05 years.

(2) The certificate of use of weapons, explosives, supporting tools; warehouse management certificates where weapons, explosives, supporting tools are stored that have expired shall be renewed according to the procedures and processes for issuing the certificate of use of weapons, explosives, supporting tools; warehouse management certificates as stipulated in Articles 16, 17, and 18 of Decree 149/2024/ND-CP.

(3) The re-issuance of the certificate of use of weapons, explosives, supporting tools; warehouse management certificates for cases of damage or loss of the use certificate or management certificate is carried out as follows:

- The agency, organization, or enterprise must have a written request specifying the reason; full name, date of birth, personal identification number, position of the individual requesting the re-issuance of the certificate; accompanied by 02 color portrait photos sized 3 cm x 4 cm, wearing uniforms as prescribed (photos taken not more than 06 months from the receipt date);

- The documents specified in point a of this clause are submitted via the National Public Service Portal, the Ministry of Public Security's Administrative Procedures Resolution Information System, or sent by post to the granting authority. If submitting directly, the request should include the name, position, personal identification number, or Passport number of the person in contact;

- Within 03 working days from the receipt date of the complete dossier, the issuing authority of the certificate has the responsibility to review and re-issue the certificate of use of weapons, explosives, supporting tools; warehouse management certificates where weapons, explosives, supporting tools are stored; in case of non-issuance, a written response stating the reason must be provided. The re-issued certificate and certificate keep the same validity period as the previously issued ones.
