On November 20, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Circular 12/2024/TT-BVHTTDL stipulating economic-technical standards for services involving the collection, preservation, and promotion of the value of ancient, rare documents, and collections of documents with special historical, cultural, and scientific value.

As prescribed in Article 2 of Circular 12/2024/TT-BVHTTDL, the general regulations on economic-technical standards for services involving the collection, preservation, and promotion of the value of ancient, rare documents, and collections of documents with special historical, cultural, and scientific value in Vietnam are as follows:

- The economic-technical standards in Circular 12/2024/TT-BVHTTDL represent the maximum levels, ensuring accurate, and adequate recompense for labor costs, machinery and equipment depreciation, and material costs necessary to directly complete the delivery of public service provision.

- The economic-technical standards in Circular 12/2024/TT-BVHTTDL serve as a basis for agencies and organizations to determine unit prices, and prices of public service provision using state budgets appropriated under Decree 32/2019/ND-CP of the Government of Vietnam governing tasks assignment, ordering, or bidding for public product and service provision using state budgets from regular expenditure sources.

- Labor titles in the human resource consumption component in the standard tables are determined based on the following principles:

+ Labor titles within the human resource consumption component of the standard tables are determined as per the regulations in Circular 02/2022/TT-BVHTTDL of the Minister of Culture, Sports and Tourism of Vietnam regulating codes, job position standards, and salary classification for public employees in the library sector, and Circular 10/2023/TT-BVHTTDL of the Minister of Culture, Sports and Tourism guiding job positions for leadership, management, and career positions in the cultural, sports, and tourism sectors' public service provider.

+ In the case where labor titles in the human resource consumption component are not stated in Circular 02/2022/TT-BVHTTDL, Circular 10/2023/TT-BVHTTDL, then apply according to Decree 204/2004/ND-CP of the Government of Vietnam on salary policy for officials and public employees and armed forces, and Decree 117/2016/ND-CP of the Government of Vietnam amending and supplementing certain provisions of Decree 204/2004/ND-CP, Decree 111/2022/ND-CP pertaining to contracts for certain work types in administrative agencies and public service providers, or consider equivalent conversion based on approved job positions.

+ In case the rank and grade of labor titles do not match the provisions in the appendix issued with Circular 12/2024/TT-BVHTTDL, the managing authority of the library, public service provider shall review and decide on applying the actual rank, grade of the working labor titles and calculate the consumption rate that ensures the labor costs do not exceed the total human resource consumption costs for the corresponding service.

- For other costs related to public service provision activities:

+ Regarding costs for copyright purchase, document translation, electricity, communication, travel, using facilities, IT infrastructure, library management software, specialized software, machinery, and equipment, office supplies, management costs, common professional activities, unit service support, and other arising costs, libraries, agencies, organizations shall apply according to levels issued by the competent state authority or prepare separate estimates for stages beyond this standard for submission to the competent authority for consideration and approval according to financial regulations.

+ In the case of hiring consultancy experts, compliance with Circular No. 02/2015/TT-BLDTBXH of the Minister of Labor, Invalids and Social Affairs of Vietnam regulating salaries for domestic consultancy experts forming the basis for estimating consultancy service tenders using state funds is required.

+ For documents requiring assessment to determine artifacts and antiques, the economic-technical standards are calculated according to legal provisions on economic-technical standards for the assessment of artifacts and antiques.

+ For actual expenditure, hire services, other purchases are made according to the legal provisions on the state budget. Payment services subject to tender thresholds are executed according to procurement laws.
