According to Article 6 of Decree 70/2024/ND-CP, the adjustment of citizen information in the National Population Database in Vietnam is regulated as follows:
- Adjusting information in the National Population Database involves updating citizen information when there are changes or errors during the collection, updating, and management of information through the connection, sharing, and synchronization of data between the National Population Database and other databases, or upon the citizen's request.
- The identity management authority of the Ministry of Public Security is responsible for collaborating with relevant agencies to verify and ensure the automatic, accurate synchronization of data in the National Population Database with other databases.
- The procedure for adjusting information in the National Population Database upon a citizen's request:
+ Citizens may request adjustments to their information in the National Population Database through the National Public Service Portal, the Ministry of Public Security's Public Service Portal, the National Identification Application, or directly at the nearest police office.
+ The application must include: a request form for handling identity procedures.
+ If the receiving police office is not the commune-level police or district-level police (where there is no commune-level administrative unit) where the citizen resides, the receiving police must promptly forward the adjustment request to the commune-level police or district-level police (where there is no commune-level administrative unit) where the citizen has permanent residence, temporary residence in the absence of a permanent dwelling, or current residence for those without permanent or temporary residence, to process and notify the citizen of the results.
+ Within 2 working days from receiving the citizen's request for information adjustment, the head of the commune-level police or district-level police (where there is no commune-level administrative unit) where the citizen resides is responsible for checking the legality and accuracy of the information before making adjustments in the National Population Database; if the adjustment is refused, they must provide a written response stating the reasons.
Regulations on connecting and sharing information with the National Population Database according to Article 7 of Decree 70/2024/ND-CP are as follows:
- Other national databases, specialized databases, national data centers, public service portals, administrative procedure information systems, inter-ministry and provincial data integration and sharing platforms, and other state agency information systems, as well as other databases, are connected to the National Population Database via telecommunications networks, the internet, computer networks, and information systems according to legal regulations on managing, connecting, and sharing digital data of state agencies.
- To ensure security, safety, and personal data protection when connecting and sharing information with the National Population Database, state agency information systems must meet the following requirements:
+ Meet IT standards and technical regulations in connecting and sharing with the National Population Database.
+ Ensure minimum level 3 information security according to legal regulations on protecting information systems sorted by level during official connection.
- The connection and sharing of information as prescribed in Clause 1, Article 7 of Decree 70/2024/ND-CP are carried out on the basis of written consensus between the Ministry of Public Security and the managing agency or organization of the database or information system.
- The identity management authority of the Ministry of Public Security is responsible for providing written notifications regarding the refusal or temporary suspension of connection or information sharing in the National Population Database in the following cases:
+ The information system of the requesting agency or organization fails to meet the conditions specified in Clause 2, Article 7 of Decree 70/2024/ND-CP.
+ The connected agency or organization engages in unauthorized access, alteration, deletion, destruction, or dissemination of information in the National Population Database.
+ The connected agency or organization violates regulations on personal data protection or the agreed content with the Ministry of Public Security as stated in Clause 3, Article 7 of Decree 70/2024/ND-CP.
