Approval of the Scheme for connecting, authenticating, and standardizing the National Insurance Database in Vietnam

The specific objectives of the Scheme for connecting, authenticating, and standardizing the National Insurance Database in Vietnam include:

- Authentication of identity, personal information; elimination of duplicate, inaccurate information such as: full name, date of birth, place of birth, gender, personal identification number/citizen identification card, social insurance number, etc., between the national insurance database and other national databases, specialized databases, ensuring that each individual has only one social insurance number, one health insurance card number supplemented with a personal identification number, citizen identification and accurately authenticated with the national population database.

- Ensure that 100% of participants in social insurance, health insurance, and unemployment insurance have a personal identification number in the national insurance database authenticated with the national population database, facilitating management and data control of each individual through a unique personal identification number, thereby enabling data interoperability between national databases and specialized databases for easy access and information sharing without the need to recollect from citizens, reducing unnecessary documents and procedures.

- Enhance the quality and efficiency of the management by Vietnam Social Security, prevent fraudulent acts that exploit social insurance, health insurance, and unemployment insurance funds. Increase transparency and fairness in the management by Vietnam Social Security.

- Enhance the efficiency of public services, assisting participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies in easily using online public services such as: registering for contributions, receiving social insurance, health insurance, unemployment insurance; accessing information, insurance benefits quickly, accurately, and effectively on the National Public Service Portal and the Public Service Portal of Vietnam Social Security; ensuring the rights and obligations of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies.

- Promote administrative reform, contributing to the building and development of the digital government of Vietnam, digital economy, digital society, increasingly serving the people, units, and businesses better.
