Hanoi-Vietnam: What are the criteria for passing the Exam for rank promotion to professional titles of public employees?

Hanoi-Vietnam: What are the criteria for passing the Exam for rank promotion to professional titles of public employees?

Specifically, in Article 40 Decree 115/2020/ND-CP, the criteria for passing the Exam for rank promotion to professional titles of public employees in Vietnam are as follows:

  • Have at least 50% correct answers for each subject specified in clauses 1, 2, and 3 of Article 39 of this Decree, unless exempted from the exam.
  • Have an overall score of at least 50 points in the professional subject specified in clause 4 of Article 39 of this Decree. For those taking the exam for the rank promotion to grade I professional titles, a score of at least 100 points is required, whereas the written scheme exam and scheme defense exam must each score at least 50 points. Candidates are ranked by their total scores in descending order within the quota for rank promotion.

In case there are two or more candidates with the same total professional subject exam score at the last rank promotion quota, the determination of the successful candidate is prioritized as follows: female public employees; public employees belonging to ethnic minorities; older public employees (based on day, month, year of birth); public employees with longer working experience.

If it is still not possible to determine a successful candidate, the head of the agency, unit authorized to organize the rank promotion exam will issue a document to the head of the agency in charge of public employee management, and decide on the successful candidate as proposed by the head of the agency in charge of public employee management.

Note: Results from the rank promotion exam will not be carried over to subsequent exams.
