National Plan for climate change adaptation in Vietnam for the 2021-2030 period, with a pvision to 2050 (Updated)

The implementation phases of the National Plan for climate change adaptation in Vietnam for the period 2021-2030, with a vision to 2050, are as follows:

* Phase until 2030

- Develop and refine institutions, policies, and laws related to climate change adaptation; integrate climate change response content into strategies and planning;

- Develop and periodically update reports on climate change adaptation as required by the United Nations Framework Convention on Climate Change;

- Implement and scale up climate-adaptive intercropping agricultural models; arrange appropriate cropping structures and crops; develop and expand plant varieties, livestock breeds, cropping, livestock, and aquaculture models that are adaptable to climate change and saline intrusion;

- Efficiently use and prevent degradation of water resources, land resources, and biodiversity; strictly protect existing natural forests according to legal regulations;

- Enhance capacity for monitoring climate change, meteorological and hydrological observation, quality of forecasting, warning, and dissemination of information on climate change response and disaster prevention; bolster the safety of disaster prevention works; promptly and effectively implement disaster prevention solutions related to storms, floods, flash floods, flooding, and landslides;

- Upgrade and renovate infrastructure systems to enhance resilience and flood resistance for cities and concentrated residential areas; prevent riverbank, coastal erosion, drought, and saline intrusion; improve adaptability and recovery of natural ecosystems, conserve biodiversity;

- Strengthen resources for climate change adaptation; promote gender equality and the role of women and youth in climate adaptation activities; advance scientific research, application, and transfer of technologies for climate change adaptation; attract investment for climate adaptation activities and enhance international cooperation;

- Promote adaptation actions that provide co-benefits in reducing climate change risks and efficiency in economic, social, and environmental aspects.

* Vision to 2050

For the period after 2030 until 2050, continue to strengthen the adaptive capacity of humans, technical infrastructure, and natural systems to protect and enhance quality of life, ensure food security, energy security, and water security; gender equality, social protection, public health, protect natural resources, achieve sustainable national development in the context of climate change and disaster safety.

Incorporate climate change adaptation into economic and social activities to proactively adapt to climate change, seize opportunities from climate change for socio-economic development, contribute positively to the international community in responding to climate change, and protect the global climate system.
