Regarding this issue, LawNet would like to answer as follows:

On September 18, 2023, the Head of the Prime Minister's Administrative Procedures Reform Working Group signed Decision 62/QD-TCTCCTTHC promulgating the Work Plan for the last 4 months of 2023 of this Working Group.

13 tasks in the Action Plan for the last 4 months of 2023 of the Prime Minister's Administrative Procedures Reform Working Group in Vietnam

Specifically, the Prime Minister of Vietnam's Administrative Procedures Reform Working Group has given the following tasks in implementing the Activity Plan for the last 4 months of 2023:

(1) Directly direct, urge, or coordinate to direct and urge the implementation of goals and tasks according to the Key Administrative Procedures Reform Plan for the last 6 months of 2023 (Decision 933/QD-TTg dated August 6, 2023 of the Prime Minister) at ministries and localities assigned to monitor, direct, and urge.

(2) Organize dialogue and work in appropriate forms with member agencies of the Prime Minister's Administrative Procedures Reform Advisory Council and the business community to listen and identify difficulties and problems in mechanisms, policies, and administrative procedures that are barriers to the production and business activities of enterprises and people's lives.

(3) Receive and synthesize feedback and recommendations from individuals, organizations, and members of the Prime Minister's Administrative Procedure Reform Advisory Council on mechanisms, policies, and administrative procedures that are barriers to the production and business activities of enterprises and people's lives (including regulations in projects and draft legal documents). Report monthly or irregularly to the Head of the Working Group to consider and direct the removal.

(4) Direct and urge the handling of feedback and recommendations from individuals, organizations, and the Prime Minister's Administrative Procedure Reform Advisory Council on mechanisms, policies, and administrative procedures (including technical barriers based on standards, technical regulations, project regulations, and draft legal documents) that are a barrier to the production and business activities of enterprises and people's lives.

(5) Direct and urge the implementation of essential public services according to Project 06 and Decision 422/QD-TTg dated April 4, 2022, of the Prime Minister at ministries and localities assigned to monitor, direct, and urge.

(6) Research and propose to the Prime Minister and Head of the Working Group
Initiatives and solutions to promote administrative procedure reform, strengthen administrative discipline, and improve policy response capacity.

(7) Organize a working group or use other appropriate forms to work with ministries, branches, and localities to direct and urge implementation.

(8) Organize regular quarterly meetings, annual reviews of the Working Group or unscheduled meetings under the direction of the Working Group Leader.

(9) Organize a national online symposium to evaluate the situation and results of implementing solutions to improve the efficiency of handling administrative procedures according to the provisions of Decision 468/QD-TTg dated March 27, 2021, and Decree 107/2021/ND-CP dated December 6, 2021

(10) Organize a thematic meeting of the Working Group to listen to reports on solutions to convert to using a single account type, VNeID account, in performing online public services from July 1, 2024, according to Decree 59/2022/ND-CP.

(11) Report to the Prime Minister and the Head of the Working Group on the results of implementing assigned tasks.

(12) Develop the 2024 Work Plan of the Working Group.

(13) Monitor and urge the implementation of the Working Group's Work Plan. Promptly report to the Working Group Leader any problems that arise to direct solutions.
