On January 15, 2025, the Minister of Planning and Investment of VIetnam issued Circular 03/2025/TT-BKHDT regulating statistical reporting policies in the Planning and Investment sector.

The content of statistical reporting policies in the Planning and Investment sector includes purposes, scope of statistics, applicable subjects, reporting units, report recipients, form symbols, reporting periods, deadlines, reporting methods, and a list of reporting templates with explanations of statistical report templates.

- Purpose: To meet the information collection requirements for compiling statistical indicators in the fields of investment, industrial zone management, economic zone management, business registration, small and medium-sized enterprise development, collective economy, cooperatives as specified in the statistical indicator system of the Planning and Investment sector.

- Scope of statistics: The data reported within the form system covers the entire nation.

- Applicable subjects: Subjects applied as stipulated in Article 2 of Circular 03/2025/TT-BKHDT.

- Reporting unit: Specifically stipulated at the top right corner of each statistical report form issued in conjunction with Circular 03/2025/TT-BKHDT.

- Report recipient: The report recipient is the Information and Digital Transformation Center, specified at the top right corner of each statistical form, below the reporting unit line.

- Key reporting unit: The key reporting unit is the one with the function of state management over the reporting fields defined in this Circular, including: the Agency for Business Registration Management, the Enterprise Development Agency, the Cooperative Economy Agency, the Foreign Investment Agency, the General Economic Synthesis Department, the Foreign Economic Relations Department, the Management of Economic Zones Department, the Industrial and Service Economics Department.

- Form symbols consist of three parts separated by periods (.):

+ The first part is numbers or numbers and letters, including:

Form  symbols  consisting  of  02  numbers  (01,  02,  03)  represent  the  code  of  the  form.Form  symbols  consisting  of  02  numbers  and  a  lowercase  letter  (a,  b,  c,...)  represent  multiple  statistical  forms  used  to  collect  information  for  a  statistical  indicator.  

+ The second part is uppercase letters: representing the reporting period (T- month; N - year; H - month, quarter, year).

+ The third part is uppercase letters: the abbreviation for the reporting unit (General Economic Synthesis Department - THKTQD; Business Registration Management Agency - QLDKKD,...).

- Reporting period: The statistical reporting period is a specified period during which the reporting subjects must report their performance results in the form of data according to the statistical criteria in the statistical report form. The reporting period is noted in the middle part of each statistical form (after the report name). The statistical reporting period is calculated according to the Gregorian calendar and is specifically defined for each statistical report form, including:

+ Monthly statistical report.

+ Quarterly statistical report.

+ Semi-annual statistical report.

+ Annual statistical report.

+ Ad-hoc report: Statistical report in case of unexpected events or as required for the Ministry of Planning and Investment's executive work.

+ Other statistical reports: Statistical reports with reporting periods and deadlines specifically noted in each report form.

- Reporting deadline: The reporting deadline is the report receipt date specifically noted in each statistical report form issued in conjunction with Circular 03/2025/TT-BKHDT.

- Reporting method

+ Directly send and receive reports on the Planning and Investment statistical information system, verified by accounts issued to the representatives of the reporting agencies and report recipients. The report forms will be summarized and printed directly from the system.

+ In case the Planning and Investment statistical information system is not operational or there is a data transmission issue, the reporting unit sends the report to the email thongke@mpi.gov.vn. Reports via email are presented in one of two forms, including: A color scan from a paper copy signed by the Head, stamped by the reporting agency, or an electronic file verified with the digital signature of the Head of the reporting agency;

+ For content that must be managed under the confidential policies of the Ministry of Defense, Ministry of Public Security, Ho Chi Minh Mausoleum Management Board, and related agencies, reports are submitted according to the laws on state secret protection, submitted to the Ministry of Planning and Investment according to the reporting period defined in Circular 03/2025/TT-BKHDT.

- List of report forms and explanations of statistical report forms

The list of report forms, report forms, and explanations of the reports on investment; economic zone management, industrial zone management; business registration; small and medium-sized enterprise development; collective economy, cooperatives are provided in the Appendices issued with Circular 03/2025/TT-BKHDT, including:

+ Appendix I: Report forms on investment;

+ Appendix II: Report forms on economic zone and industrial zone management;

+ Appendix III: Report forms on business registration;

+ Appendix IV: Report forms on the development of small and medium-sized enterprises;

+ Appendix V: Report forms on collective economy, cooperatives;

+ Appendix VI: List of statistical indicators on investment monitoring and evaluation;

+ Appendix VII: List of statistical indicators on procurement management;

+ Appendix VIII: List of statistical indicators on foreign investment attraction.
