On January 14, 2025, the Ministry of National Defense issued Decision 163/QD-BQP regarding the announcement of administrative procedures replacing the field of commendation in Militia and Self-Defense Forces under the scope of management of the Ministry of National Defense.

Procedures for commendation of collectives with achievements in militia and self-defense forces in Vietnam

* Implementation Process:

- The grassroots unit organizes the evaluation of collectives with achievements in Militia and Self-Defense Forces.

- The commended collective drafts an achievement report (as per the template).

- The collective reports its achievements at a commendation evaluation meeting of the agency, organization, or unit. The meeting proceeds with evaluation and voting by secret ballot or by show of hands.

- The emulation and commendation council, the emulation and commendation team, meets to consider and vote by secret ballot or by show of hands for each collective.

- The political agency, political officer (where there is no political agency), or the agency or officer responsible for Militia and Self-Defense Forces compiles, reports to the Party Executive Committee (the standing committee of the Party Committee) at the same level for consideration and resolution.

- Based on the resolution of the Party Executive Committee (the standing committee of the Party Committee), the head of the agency, organization, unit, the Chairman of the People's Committee at all levels issues a commendation decision within their authority or proposes for higher-level commendation.

- Heads of agencies, units under the Ministry of National Defense ; Chiefs of military command boards of ministries and central authorities consider, propose to the Minister of National Defense (through the Militia and Self-Defense Department/General Staff) for consideration, decision on commendation or submission to the Prime Minister.

- Militia and Self-Defense Department receives the dossier, evaluates the achievements, reports to the Head of the General Staff for consideration, submission to the Minister of National Defense (through the Propaganda Department/General Political Department).

- The Propaganda Department/General Political Department compiles, reports to the Chief of the General Political Department for consideration, submission to the Minister of National Defense for consideration, decision on commendation or submission to the Prime Minister.

* Components and Number of Dossiers:

** Dossier Components:

- Proposal form from the agency or unit (as per form number 01 specified in Appendix I attached to Decree 98/2023/ND-CP).

- List of nominees for emulation titles or forms of commendation.

- Achievement report of the collective nominated for emulation titles or forms of commendation, with acknowledgment from the nominated level (as per forms from number 02 to number 10 specified in Appendix I attached to Decree 98/2023/ND-CP).

- Meeting minutes and voting results of the emulation and commendation council (as per form number 1.9 specified in Decree 30/2020/ND-CP).

- Other related documents and materials (if any).

** Number of Dossiers:

The proposal dossier for awarding emulation titles, forms of commendation, State honorary titles consists of 01 set (original).

* Time Limit for Resolution:

- Time limit for evaluating commendation dossiers:

+ The Ministry of National Defense evaluates commendation dossiers within its decision-making or recommended authority within 25 working days from the date of receiving a complete dossier as prescribed (excluding unexpected commendations).

Proposals for awarding emulation titles, commendation forms for State-level merits are considered within 30 working days (40 working days for commendation forms: "Independence Medal", "Ho Chi Minh Medal", "Gold Star Medal"; Hero titles), from the date of receiving a complete dossier as prescribed, the Ministry of National Defense considers and submits to the Prime Minister.

+ Agencies, units under the Central Military Commission, Ministry of National Defense evaluate commendation dossiers within their decision-making or recommended authority within 20 working days from the date of receiving a complete dossier as prescribed (excluding unexpected commendations).

- Time for announcing commendation results:

+ After receiving the commendation decision from the competent authority, within 10 working days, the unit proposing commendation informs the commended collective.

+ In the case of not meeting conditions, standards, or dossiers as prescribed, within 15 working days from the date of receiving a complete commendation proposal dossier, the Propaganda Department notifies in writing to the ministries, sectors, provinces, agencies, units under the Ministry of National Defense proposing commendation.
