Simplification of administrative procedures for citizens in Vietnam from the document drafting stage

To overcome existing issues and limitations, promote the reduction and simplification of administrative procedures, reduce inconveniences, and decrease compliance costs from the drafting stage of legal normative documents, the Prime Minister of the Government of Vietnam requests Ministers, Heads of ministerial-level agencies, and Chairpersons of the People's Committees of provinces and centrally-run cities, within their assigned functions and duties, to focus on directing and organizing effective, synchronized, and determined implementation of specific tasks as follows:

- Strictly control and rigorously implement the policy impact assessment and administrative procedures at projects and draft legal normative documents; enhance the effectiveness of consultations with affected parties in accordance with the Law on Promulgation of Legal Documents 2015.

- Review and immediately eliminate, within authority, those administrative procedures that act as barriers to the production and business activities of enterprises and the lives of citizens.

Simultaneously, urgently develop, submit for promulgation or promulgate under authority amendments to legal normative documents in the form of one document amending multiple documents to reduce and simplify administrative procedures, business regulations, and citizen documents related to population management according to the reduction and simplification plans approved by the Government of Vietnam and the Prime Minister of the Government of Vietnam stated in Official Dispatch 6866/VPCP-KSTT dated September 26, 2024, on the implementation of plans for simplification of administrative procedures, business regulations related to the amendment and supplementation of laws, and Official Dispatch 7575/VPCP-KSTT dated October 16, 2024, on the implementation of plans for simplification of administrative procedures, business regulations related to the amendment and supplementation of sub-law documents.

- Promptly, fully, and accurately announce and publicize the administrative procedures on the National Database on Administrative Procedures for officials, citizens, and enterprises to know, implement, and monitor the implementation; 100% of administrative procedures dossiers of ministries, central authorities, and local authorities must be received and resolved on the Information System for Administrative Procedures at ministerial and provincial levels and must be interconnected and synchronized with the National Public Service Portal for citizens and enterprises to monitor and assess the implementation process; closely coordinate with the Office of the Government of Vietnam to soon complete the upgrade of the National Database on Administrative Procedures by 2025.
