On December 12, 2024, the Ministry of National Defense of Vietnam issued Decision 6054/QD-BQP announcing the List of administrative procedures in the electronic environment in the field of airspace management by the Ministry of National Defense of Vietnam.
The list of 10 administrative procedures in the electronic environment in the field of airspace management by the Ministry of National Defense of Vietnam includes:
- Procedures for granting permits to facilities for the design, production, repair, maintenance of aircraft, aircraft engines, propellers, and equipment of unmanned aircraft, ultralight vehicles;
- Procedures for re-issuing permits for facilities for the design, production, repair, maintenance, testing of aircraft, aircraft engines, propellers, and equipment of unmanned aircraft, ultralight vehicles;
- Procedures for issuing permits to facilities for testing aircraft, aircraft engines, propellers, and equipment of unmanned aircraft, ultralight vehicles;
- Procedures for changing permits for facilities for the design, production, repair, maintenance, testing of aircraft, aircraft engines, propellers, and equipment of unmanned aircraft; ultralight vehicles;
- Procedures for opening a landing pad on a ship's deck;
- Procedures for reopening a specialized airport;
- Procedures for opening a specialized airport on land or water;
- Procedures for closing a landing pad on a ship's deck;
- Procedures for closing a specialized airport on land or water;
- Procedures for temporarily closing a specialized airport.
- Airspace serving flight operations for unmanned aircraft, ultralight vehicles is divided as follows:
+ By flight altitude: Flight altitude below 50 meters; flight altitude from 50 meters to below 200 meters; flight altitude from 200 meters to below 500 meters; flight altitude above 500 meters compared to the natural terrain;
+ Airspace in the vicinity of airports with military flight, civil aviation operations (radius of 08 km from the airport boundary outward);
+ Airspace in the firing range area;
+ Airspace in the border area ten (10) kilometers wide from the national border into the interior of Vietnam;
+ Airspace in the area regulated at Clause 5, Article 11 of Circular 35/2017/TT-BQP;
+ Airspace over seas, islands, and archipelagos under the sovereignty of Vietnam;
+ Airspace established for licensing the testing of unmanned aircraft, ultralight vehicles;
- Allocation of area, management responsibilities.
+ For managing flight operations with flight altitudes below 50 meters, assigning direct management, supervision, forecasting, flight notification, and coordination to the District Military Command;
+ For managing flight operations with flight altitudes from 50 meters to below 200 meters, assigning direct management, supervision, forecasting, flight notification, and coordination to the Provincial Military Command;
+ For managing flight operations with flight altitudes from 200 meters to below 500 meters, assigning direct management, supervision, forecasting, flight notification, and coordination to the Air Defense unit of the Military Region;
+ For managing flight operations with flight altitudes above 500 meters, assigning direct management, supervision, forecasting, flight notification, and coordination to the Area Flight Management and Operation Centers of the Air Force Divisions - Air Defense-Air Force Branch;
+ For airspace in the vicinity of airports with military, civil aviation operations assigning direct management, supervision, and coordination to the Air Force unit managing the airport;
In cases where the airport only has civil aviation operations, without a Battalion-level or higher unit of the Air Defense-Air Force Branch stationed, the management of flight operations of unmanned aircraft, ultralight vehicles is assigned to the District Military Command or the Provincial Military Command (according to the activity height stipulated in Points a, b, Clause 2 of this Article) for management, supervision, forecasting, flight notification based on unified coordination with the civil aviation air traffic control agency of the airport in the area;
+ For airspace in firing range areas with flight altitudes below 500 meters, assigning direct management, coordination, supervision, forecasting, flight notification to the unit managing the firing range based on unified coordination with relevant units, agencies for managing the airspace, and flight operations in the area;
+ For airspace in border areas with flight altitudes below 500 meters, assigning direct management, coordination, supervision, forecasting, flight notification to the Provincial Border Guard Command based on unified coordination with relevant units, agencies for managing the airspace, and flight operations in the area;
+ For airspace in areas specified in Clause 5, Article 11 of Circular 35/2017/TT-BQP, with flight altitudes below 500 meters, assigning direct protection and management, coordination, supervision, forecasting, flight notification to military units at the Regiment level or equivalent and higher;
+ For airspace over seas, islands, archipelagos, oil rigs under Vietnam's sovereignty with flight altitudes below 500 meters, not within the vicinity of airports with military, civil aviation operations, assigning direct management, coordination, supervision, forecasting, flight notification to units directly protecting the sea, island, and oil rig areas;
In areas where islands have multiple military units stationed, the management, coordination, supervision, forecasting, flight notification is assigned to the unit that acts as the commanding officer of the stationed area defense, upon unified coordination with related units, agencies for managing the airspace, and flight operations in the area.
- The establishment of airspace, flight licensing for testing and operation of unmanned aircraft, ultralight vehicles in various areas and altitudes; the designation of management, coordination, supervision, forecasting, flight notification agencies and units are determined based on the nature of testing, operation as regulated in the flight permit of the Operations Department, ensuring not to affect national defense, security, and flight safety in the area.
