Regarding this issue, LawNet would like to answer as follows:
The tasks of the Office of the Ministry of Labor, War Invalids, and Social Affairs in Vietnam are specified in Article 2 of Decision 989/QD-LDTBXH in 2013 including:
- Synthesize and develop monthly and weekly work plans and programs of the Ministry; is the focal point for synthesizing and preparing periodic and extraordinary reports on the direction, administration, and implementation of approved programs and work plans of the Ministry.
- Monitor, inspect, and urge agencies and units under the Ministry and branches to implement the Ministry's programs and work plans, regular administrative documents of the Ministry and other tasks assigned by the Ministry.
- Submit to the Ministry to assign tasks and urge and supervise the implementation of the contents and tasks under the responsibility of the Ministry assigned in resolutions, programs and conclusions and other documents issued by Party and State agencies.
- Summarize the situation of handling work according to assigned tasks, promptly inform Ministry Leaders of resolved and unresolved work, and other necessary work for Ministry Leaders to consider and handle. .
- Coordinate with relevant units to prepare content and programs for meetings and working sessions of Ministry leaders; record minutes and issue notices of conclusions of meetings and working sessions of the Ministry's leaders (in case the chairperson of the meeting or working session requests).
- Act as a contact point and organize coordination activities with Ministries, Ministerial-level agencies, Government agencies, socio-political organizations and Provincial People's Committees according to Government regulations.
- Perform administrative tasks; serving the weekly and daily direction and management of the Ministry's leaders.
- Organize the direction, management, and implementation of administrative, clerical, record keeping, and regulations on protecting state secrets in the Ministry and its affiliated units; Check the format, document presentation techniques, and procedures in submitting to the Ministry's leadership for approval, signing, and promulgation of legal and administrative documents according to the provisions of law; Manage and organize the activities of the ministry's library.
- Ensure order, discipline, and discipline according to the agency's internal rules and working regulations; manage the Ministry's working, living, and conference regimes according to the provisions of law and the Ministry.
- Organize and carry out fire prevention and fighting, flood and storm prevention and control, hygiene, environmental safety, disease prevention and control, and medical work for Ministry agencies; organize and implement the national defense and security work of the Ministry and its agencies.
- Ensure the means and working conditions of the Ministry's agencies; management and use of physical and technical facilities and operating funds of the Ministry's agencies.
- Carry out accounting and financial work for the Ministry; be a level II budgeting unit of the Ministry.
- Regarding Emulation - Rewards:
+ Develop programs, plans, and contents to launch emulation movements in agencies and units under ministries and branches;
+ Help the Minister to uniformly manage, inspect, and supervise the organization and implementation of emulation and commendation work in ministries and branches;
+ Assist the Minister in the process of performing the duties of a member of the Central Emulation and Commendation Council;
+ Organize, implement, manage, and use the Ministry's emulation and reward fund to serve emulation and reward work;
+ Carry out the duties of the Standing Council of Emulation and Commendation of Ministries, branches, and tasks in the activities of the Emulation Block of Ministries, science - culture - society sectors.
- Preside and coordinate with the press, publishing, media agencies, and related units to organize information and propaganda activities on the activities of the Labor - Invalids, and Social Affairs sectors at home and abroad; help the Minister collect and process press information about the Ministry's areas of operation.
- Act as a focal point to help the Minister monitor, urge, and synthesize the situation of answering questions from National Assembly Delegates and recommendations from voters on issues within the sectors and fields of state management of the Ministry.
- Coordinate with the Information Center and relevant units to inform and propagate the Ministry's activities on the Ministry's website.
- Coordinate with the Ministry's Trade Union to take care of the material and spiritual lives of civil servants, public employees, and workers in the Ministry according to the regimes and policies of the State and the Ministry.
- Manage civil servants, public employees, and employees of the Ministry Office according to the provisions of law and decentralization of the Ministry.
- Perform other tasks assigned by the Ministry or prescribed by law.
- The Ministry Office has the Chief of the Ministry Office, Deputy Chiefs of the Ministry Office, and a number of civil servants, public employees, and workers.
