On November 25, 2024, the Minister of Health of Vietnam issued Decision 3552/QD-BYT on the Plan for inspection in 2025.

* General Tasks
- Advise the Ministry of Health on developing legal documents concerning health inspection and anti-corruption in the health sector.
- Organize dissemination and propagation of legal documents on health, health inspection; conduct training on inspection in fields such as preventive healthcare, medical examination and treatment, health insurance, population, pharmaceuticals, medical equipment, finance, budgeting, anti-corruption; citizen reception, complaint, and denunciation resolution; and participate in conferences and seminars of relevant units.
- Conduct inspections to detect violations or inadequacies in management mechanisms and legal policies, promptly advising competent authorities for amendments, supplements, replacements, or new legal documents in the health field; identify positive factors for enhancement, implementing the prevention slogan, and strictly handle violations (if any). Conduct sudden inspections upon discovering signs of law violations or as required for complaint and denunciation resolution or based on orders from competent authorities.
- Implement anti-corruption and anti-negative activities following the law and guidance from the Government Inspectorate of Vietnam on anti-corruption and anti-negative practices.
- Organize citizen reception as prescribed, handle and resolve complaints, denunciations, petitions, and reports according to legal regulations.
- Supervise the activities of the Inspection Team per legal provisions.
- Check the implementation of Inspection Conclusions and Decisions on handling inspections per legal regulations.
- Implement anti-smuggling, commercial fraud, counterfeit goods, and substandard goods within the management scope of the Ministry of Health according to Directive No. 17/CT-TTg dated June 19, 2018, by the Prime Minister of the Government of Vietnam and per the requirements of the Central Steering Committee 389.
- Continue implementing administrative reform activities and propagating administrative reform in health inspection.

- Ministry Inspections
+ Preventive healthcare field (05 inspections): Inspection on ensuring the quality of clean water for domestic purposes, implementing legal regulations on biosafety in laboratories and vaccinations at certain health facilities, state management on preventive healthcare, border health quarantine, and vaccination activities.
+ Medical examination, treatment, and health insurance field (06 inspections): Inspect the responsibility for implementing policies and laws on Health Insurance; state management on medical examination and treatment, forensic assessment.
+ Pharmaceuticals, cosmetics, and medical equipment field (06 inspections): Inspect the work of receiving and appraising for issuing pharmaceutical practice certificates, certificates of eligibility for business conditions, GDP, GPP; drug price management, drug quality, and specially controlled drugs; compliance with legal regulations on drug production, import, trading, raw materials, cosmetics, and medical equipment.
+ Administrative inspection, anti-corruption, and citizen reception, complaint handling (06 inspections): Inspect the implementation of anti-corruption regulations; financial budgeting; citizen reception, complaint handling, and resolution; and task implementation at a number of units within and under the Ministry of Health.
+ General Office and Post-inspection handling: (02 inspections): Inspect responsibilities regarding the performance of officials and public employees in implementing administrative reform.
- Food Safety Department (02 inspections): Inspect compliance with food safety laws at production and business establishments of health-protective food in certain provinces and municipalities directly under the Central Government.
- Population Department (03 inspections): Inspect compliance with regulations prohibiting sex selection of fetuses in any form; legal regulations ensuring gender balance according to natural reproductive laws; implementation of the Scheme for the Socialization of Providing Contraceptives and Family Planning / Reproductive Health Services until 2030; implementation of the Program for Adjusting Birth Rates suitable to regions and targets until 2030.
* Total of 30 inspections: Among them, Ministry Inspections consist of 25 inspections; units assigned to conduct specialized inspections will carry out 05 inspections.
