Technical regulation on safety of industrial explosive material products - detonators for industrial explosives in Vietnam

Accordingly, as issued together with Circular 31/2024/TT-BCT, the national technical regulation on the safety of industrial explosive materials products - detonators for industrial explosives in Vietnam (QCVN 12-24:2024/BCT) is promulgated as follows:.

QCVN 12-24:2024/BCT stipulates technical criteria, testing methods, and management regulations for detonators used for industrial explosives with HS code 3602.00.00 and applies to organizations and individuals involved in activities related to detonators used for industrial explosives within the territory of Vietnam and other related organizations and individuals.

In which, detonators used for industrial explosives must declare conformity with the technical regulations specified in Article 5 of QCVN 12-24:2024/BCT, bear the conformity marking (CR mark), and label goods before being circulated on the market.

Labeling of detonators used for industrial explosives is carried out in accordance with the provisions of Clause 1, Article 10 of Decree 43/2017/ND-CP (as amended and supplemented by Clause 5, Article 1 of Decree 111/2021/ND-CP) and QCVN 01:2019/BCT.

- Domestically produced detonators for industrial explosives must declare conformity according to the provisions of Circular 36/2019/TT-BCT.

- Imported detonators for industrial explosives must undergo state inspection of imported goods quality according to the provisions of Decree 132/2008/ND-CP; Decree 74/2018/ND-CP; Decree 154/2018/ND-CP.

Refer to Circular 31/2024/TT-BCT, effective from July 1, 2025, replacing Circular 20/2015/TT-BCT dated June 22, 2015, issued by the Minister of Industry and Trade of Vietnam promulgating the national technical regulation on detonators used for industrial explosives.
