On December 31, 2024, the Government of Vietnam promulgated Decree 181/2024/ND-CP guiding the Law on the Management and Use of Weapons, Explosive Materials and Supporting Tools concerning industrial explosives and explosive precursors.

Professional qualifications in the production, trade, and use of industrial explosives in Vietnam

- Managers of organizations and enterprises producing and using industrial explosives must hold a university degree or higher in one of the technical fields: Chemical; weapons; explosives; engineering command for military engineering units; mining; mining engineering; geology; construction; transportation; water resources; geophysics; petroleum.

- Managers of enterprises trading in industrial explosives must hold a university degree or higher.

- Personnel involved in the analysis and testing of industrial explosives must have a vocational intermediate school degree or higher in one of the technical fields: Chemical, weapons, explosives, engineering command for military engineering units, mining, mining engineering, geology, or drilling and blasting.

- Blasting commanders must have a vocational intermediate school degree or higher in technical specialization. To be specific:

+ For specialization stipulated in Clause 1, Article 4 of Decree 181/2024/ND-CP or specialization in drilling and blasting, the blasting commander must have at least 1 year of direct experience using industrial explosives for those with a university degree or higher, and a minimum of 2 years for those with an intermediate or college degree;

+ For other technical specializations not included in the above, the blasting commander must have at least 2 years of direct experience using industrial explosives for those with a university degree or higher, and a minimum of 3 years for those with an intermediate or college degree.

- Blasting workers must possess at least a primary education level in the specialization stipulated in Point a, Clause 4, Article 4 of Decree 181/2024/ND-CP or at least an intermediate level in the specialization stipulated in Point b, Clause 4, Article 4 of Decree 181/2024/ND-CP and must have a minimum of 6 months working in blasting service.

Entities required to undergo safety technical training for industrial explosives and incident response in Vietnam

- Managers.

- Workers directly manufacturing industrial explosives.

- Personnel assigned to manage warehouses, storage of industrial explosives.

- Blasting commanders.

- Blasting workers.

- Personnel directly related to the production, trading, and use of industrial explosives.

- Personnel involved in the analysis and testing of industrial explosives.

Authority to issue safety technical training certificates for industrial explosives in Vietnam

- The competent authority as stipulated by the Ministry of Industry and Trade grants certificates of eligibility for production, business licenses, usage licenses for industrial explosives, and blasting service licenses to organizations and enterprises qualifying under Article 5 of Decree 181/2024/ND-CP, excluding the entities specified in Clause 2, Article 6 of Decree 181/2024/ND-CP.

- The agency assigned by the Ministry of Defense to conduct training, inspections, and issuance of training certificates oversees the inspection and issuance of safety technical training certificates for industrial explosives to organizations and enterprises involved in the production, trading, use, transportation of industrial explosives and blasting services under the Ministry of Defense's management authority.
