On December 26, 2024, the Government of Vietnam issued Decree 166/2024/ND-CP regulating business conditions for motor vehicle inspection services; the organization and operation of inspection facilities; and the service life of motor vehicles.

Operation of motor vehicle inspection facilities in Vietnam from January 1, 2025

The operations of inspection facilities in Vietnam are regulated in Article 11 of Decree 166/2024/ND-CP as follows:

(1) Carry out inspections and issue inspection certificates for motor vehicles, specialized machinery, and conduct emissions testing for motorcycles according to applicable technical regulations related to inspection activities.

(2) Assign inspectors to conduct inspections of motor vehicles, specialized machinery, and emissions testing for motorcycles in accordance with the content of the inspector's certificate. Record the inspection assignment in logs as per the template specified in Appendix I attached to this Decree.

(3) Ensure inspections are conducted when measurement instruments (hereinafter referred to as "measuring equipment") meet the technical requirements prescribed in the National Technical Regulations on inspection facilities; comply with inspection and calibration according to the law on measurement standards.

(4) Arrange the measuring equipment of the inspection facility either within the inspection workshop or outside, suitable for the cases of inspection. For equipment and measuring tools used for emissions testing, these can be permanently installed on specialized vehicles for mobile emissions testing.

(5) Conduct inspections outside the inspection facility in accordance with guidelines from the Minister of Transport.

(6) In the event of malfunctions or changes to measuring equipment, the inspection center shall proactively resolve the issue to ensure the measuring equipment meets the requirements in clause (3), while notifying the Department of Transport for monitoring and management according to the template in Appendix II attached to Decree 166/2024/ND-CP.

(7) In the event of changes in leadership of the inspection center, head of inspection units, inspectors, and staff, the inspection center must inform the Department of Transport as per the template in Appendix III attached to this Decree.

(8) Revoke inspection certificates, inspection stickers issued incorrectly.

(9) Do not conduct inspections on vehicles that are flagged under the provisions at points a, b, c, d, and dd clause 1 Article 12 of Decree 166/2024/ND-CP.

(10) Cease inspection activities when there is a decision of temporary suspension or revocation of the certificate of eligibility to conduct motor vehicle inspection, and the certificate of eligibility to conduct emissions inspection for motorcycles by the competent authority. Return the certificate of eligibility for motor vehicle inspection and emissions inspection for motorcycles to the Department of Transport if the certificate is revoked.

(11) Authorized to perform technical service activities related to motor vehicles, specialized machinery, and motorcycle emissions.

(12) Implement training programs, internships, assessments, and conduct professional work as mandated by the competent authority.

(13) Maintain a department to handle affairs related to inspection records during periods when the inspection center temporarily pauses or is suspended from inspection activities, except in force majeure situations as prescribed by law.

(14) Within 12 months from the date of first issuance of the certificate of eligibility to conduct inspections, the inspection center must develop, apply, and maintain a quality management system following the ISO 9001 standard.
