The National Technical Regulation on the safety of industrial explosive materials - Amonit AD1 explosive (QCVN 12-23:2024/BCT) is issued together with this Circular.

This technical regulation stipulates the technical criteria, testing methods, and management regulations for Amonit AD1 explosive with HS Code 3602.00.00.

This technical regulation applies to organizations and individuals involved in activities related to Amonit AD1 explosive within the territory of Vietnam and other related organizations and individuals.

In this technical regulation, the following terms are defined as follows:

Detonation Sensitivity: The threshold at which the explosive can detonate when stimulated by shock waves generated from blasting means (detonators, primer cords, fuse cords) or impact or friction or flame.

- QCVN 01:2019/BCT - National Technical Regulation on safety in the production, testing, acceptance, storage, transportation, use, destruction of industrial explosives, and storage of explosive precursors.

Refer to Circular 30/2024/TT-BCT, which comes into effect on July 1, 2025, and replaces Circular 19/2015/TT-BCT dated June 22, 2015, issued by the Minister of Industry and Trade, promulgating the national technical regulation on Amonit AD1 explosive.
