Contents and principles of military vehicle renovation in Vietnam

On November 29, 2023, the Minister of National Defense issued Circular 95/2023/TT-BQP on renovation of motor vehicles and specialized motorcycles under the management of the Ministry of National Defense of Vietnam.

Contents of motor vehicle renovation in Vietnam

- Change the usability features of motor vehicles

+ Cars and trucks converted into specialized vehicles or specialized vehicles converted into other specialized vehicles;

+ Specialized vehicles converted into transport vehicles and cars;

+ Trailers, semi-trailers converted into specialized trailers, specialized semi-trailers or specialized trailers, specialized semi-trailers converted into other specialized trailers, other specialized semi-trailers;

+ Install technical equipment for motor vehicles after improvement and modernization.

- Change the original system and components with other systems and components to ensure the combat-technical features of the motor vehicle.

Contents of renovating specialized motorcycles in Vietnam

- Change the usage features of specialized motorbikes

+ Renovating and changing the features of specialized motorbikes from one type to another;

+ Install technical equipment on specialized motorbikes after improvement and modernization

- Change the original system and components with other systems and components to ensure the combat-technical features of the specialized motorcycle.

Principles of renovating military vehicles in Vietnam

- Do not replace the vehicle frame; only change the length or strengthen the original vehicle frame, but do not change the wheelbase of the original vehicle, except for trailers and semi-trailers.

- Each motor vehicle can only renovate or change the engine and no more than 03 (three) systems, totaling out of 07 (seven) systems, the total components of the original vehicle, specifically:

+ Power transmission system (clutch, gearbox, propeller shaft, active bridge);

+ Motion system (wheels);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Cockpit, cargo box or dumpster;

+ Vehicle electrical system (for electric cars: battery storage system (BESS), management system: charge status indicator, battery temperature control, electronic converter, motor and control; wires and connectors; external charging system if equipped; vehicle charging connector).

- Each specialized motorbike can only be renovated, replaced with an engine, and no more than 04 (four) systems, a total of 08 (eight) systems, total components of the original vehicle, specifically:

+ Power transmission system (clutch, gearbox, propeller shaft, active bridge, hydraulic transmission);

+ Motion system (wheels, passive bridge, moving motor);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Electrical, hydraulic, and automation systems;

+ Cockpit, vehicle body;

+ Specialized equipment.

- The vehicle must ensure compliance with technical regulations, standards, and provisions of the law and the Ministry of National Defense on technical safety quality, environmental protection, and State secrets.

- The total weight of the military vehicle after renovation must meet the criteria of stability and safety when operating and the regulations of the Law on Road Traffic 2008.

- The size limit of military vehicles after renovation does not exceed the limit size prescribed by the Law on Road Traffic 2008.

- Military vehicles after renovation must be registered according to the provisions of law.

Circular 95/2023/TT-BQP takes effect on January 15, 2024.
