1. Service life of motor vehicles in Vietnam

According to Article 40 of the Law on Road Traffic Order and Safety 2024, the service life of motor vehicles is regulated as follows:

- The service life of a motor vehicle is calculated from the year of manufacture until December 31 of the final year of the service life.

- The service life regulations for modified vehicles are as follows:

+ Vehicles with a service life modified to become vehicles without a service life are subject to the service life regulations before modification;

+ Vehicles without a service life modified to become vehicles with a service life are subject to service life regulations after modification;

+ Buses with a capacity of 09 passengers or more (excluding the driver), specialized passenger vehicles converted into cargo-carrying vehicles (including specialized cargo-carrying vehicles); four-wheel passenger vehicles with engines converted into four-wheel cargo-carrying vehicles with engines are subject to the service life regulations after modification.

- Motor vehicles exempt from service life regulations include:

+ Motorcycles, mopeds, cars carrying up to 08 passengers (excluding the driver), specialized vehicles, trailers, semi-trailers;

+ Military and police motor vehicles serving national defense and security purposes.

2. Regulations on ensuring technical safety and environmental protection for motor vehicles and specialized vehicles in road traffic in Vietnam

According to Article 42 of the Law on Road Traffic Order and Safety 2024, regulations on ensuring technical safety and environmental protection for motor vehicles and specialized vehicles participating in road traffic are as follows:

- Motor vehicles and specialized vehicles participating in road traffic must undergo inspection as per legal regulations.

- Inspection for motorcycles and mopeds is limited to emissions testing. Emissions testing is conducted following environmental protection regulations and is carried out at certified emissions testing centers that meet national technical standards.

- Motor vehicles and specialized vehicles having certification of technical safety and environmental protection from a registration center or certification of factory release inspection by a manufacturer are exempt from inspection when moving from border gates, manufacturing, assembly places to warehouses, ports, shops, or vice versa.

- Technical safety and environmental protection inspections for motor vehicles and specialized vehicles are conducted by inspectors from registration centers, which issue inspection certification.

- The Minister of Transport regulates the following:

+ Procedures for issuance, reissuance, temporary suspension, and revocation of certificates of inspection eligibility for motor vehicle registration centers;

+ Procedures for issuance, reissuance, temporary suspension, and revocation of certificates of eligibility for motorcycle and moped emissions testing centers;

+ Procedures for certifying technical safety and environmental protection for modified motor vehicles and specialized vehicles;

+ Procedures for inspection and initial exemption from inspection for motor vehicles and specialized vehicles;

+ Procedures for emissions testing of motorcycles and mopeds;

+ National technical standards for technical facilities and locations of motor vehicle registration centers, motorcycle, and moped emissions testing centers; national technical standards for motor vehicles and specialized vehicles participating in road traffic;

+ Size and load limits for motor vehicles and specialized vehicles participating in road traffic;

+ Technical requirements for motor vehicles and specialized vehicles involved in research and development studies requiring participation in road traffic.

- The Minister of National Defense and the Minister of Public Security regulate the procedures for technical safety and environmental protection inspections of motor vehicles and specialized vehicles, and the certification of technical safety and environmental protection quality for modified motor vehicles and specialized vehicles managed by the Ministry of National Defense and the Ministry of Public Security.
