Activities of motor vehicle inspection centers in Vietnam from January 1, 2025

The Government of Vietnam promulgates Decree 166/2024/ND-CP dated December 26, 2024, stipulating the conditions for business in motor vehicle inspection services; organization of operations for inspection centers; service life of motor vehicles.

Activities of motor vehicle inspection centers in Vietnam from January 1, 2025

The activities of motor vehicle inspection centers in Vietnam are as follows:

- Conduct inspections and issue inspection certificates for motor vehicles, specialized equipment, and emissions inspections for motorcycles and mopeds according to applicable standards and technical regulations related to the inspection process.

- Assign inspection officers to conduct inspections of motor vehicles, specialized equipment, and emissions inspections for motorcycles and mopeds in accordance with the contents of the inspection officer's certificate. Prepare an inspection duty assignment book as per the form specified in Appendix I attached to Decree 166/2024/ND-CP.

- Ensure the execution of inspections when the equipment and testing tools (hereinafter referred to as measuring equipment) comply with technical requirements specified in the National Technical Regulation on Vehicle Inspection centers; adhere to the calibration, verification, and testing process as regulated by measurement laws.

- Arrange measurement equipment of the inspection facility in the inspection workshop or outside the inspection workshop in accordance with inspection cases. For equipment and measurement tools dedicated to emissions inspection, they can be installed permanently on specialized motor vehicle emission inspection vehicles.

- External inspections of the inspection facility are conducted as per the regulations of the Minister of Transport.

- In the event of damage or changes to measuring equipment, the inspection facility shall proactively rectify the issues to ensure the measuring equipment complies with the provisions of Clause 3, Article 11 of Decree 166/2024/ND-CP, and simultaneously notify the Department of Transport for monitoring and management according to the form specified in Appendix II attached to Decree 166/2024/ND-CP.

- When there are changes in the leadership of the inspection facility, leadership of the inspection department, inspection officers, and professional staff, the inspection facility must inform the Department of Transport according to the form specified in Appendix III attached to Decree 166/2024/ND-CP.

- Revoke issued inspection certificates and inspection seals that were granted incorrectly.

- Do not conduct inspections on vehicles that have been warned in cases as stipulated in point a, point b, point c, point d, and point dd of Clause 1, Article 12 of Decree 166/2024/ND-CP.

- Cease inspection activities when there is a decision to temporarily suspend or revoke the certificate of qualification for vehicle inspection activities, the certificate of qualification for motorcycle and moped emissions inspection activities from the competent authority. Return the certificate of qualification for vehicle inspection activities, the certificate of qualification for motorcycle and moped emissions inspection activities to the Department of Transport in case the certificate is revoked.

- May engage in technical service activities related to motor vehicles, specialized equipment, and motorcycle and moped emissions.

- Implement training, practice, and evaluation programs and plans, and perform specialized tasks according to the regulations of competent authorities.

- Maintain a section to handle tasks related to inspection records during the temporary suspension or temporary suspension of inspection activities, except for force majeure cases as prescribed by law.

- Within 12 months from the date of issuance (initial issuance) of the certificate of qualification for inspection activities, the inspection facility must establish, apply, and maintain a quality management system in compliance with ISO 9001 standards.

Decree 166/2024/ND-CP takes effect from January 1, 2025, except for point dd of Clause 1, Article 16 of Decree 166/2024/ND-CP, which takes effect from January 1, 2026.
