According to Article 7 of Circular 16/2014/TT-BTNMT, the responsibilities and powers of the Chairman of the Auction Council include:

- Bearing overall and direct responsibility to the Minister of Natural Resources and Environment (for the Auction Council established by the decision of the Ministry of Natural Resources and Environment); the Chairman of the Provincial People's Committee (for the Auction Council established by the Provincial People's Committee) and before the law for organizing and managing the auction session.

- Assigning tasks to individual members of the Auction Council, urging and inspecting the implementation of the assigned tasks.

- The Chairman of the Auction Council may authorize the Vice Chairman of the Auction Council to chair and manage the activities of the Auction Council in writing.

Thus, the Chairman of the Auction Council is responsible for chairing and managing the activities of the Auction Council. At the same time, the Chairman of the Auction Council may authorize the Vice Chairman of the Auction Council to chair and manage the activities of the Auction Council. The Vice Chairman of the Auction Council must report the results of the Council's activities to the Chairman of the Auction Council during the period of authorization.

Additionally, the Vice Chairman of the Auction Council is responsible for performing tasks assigned by the Chairman of the Auction Council; bearing responsibility to the Chairman of the Auction Council and the law for the execution of the assigned tasks.

The selection of the Vice Chairman of the Auction Council is determined as follows:

- For the Auction Council established by a decision of the Minister of Natural Resources and Environment, the Vice Chairman of the Auction Council is a leader of the General Department of Geology and Minerals of Vietnam;- For the Auction Council established by a decision of the Chairman of the Provincial People's Committee, the Vice Chairman of the Auction Council is a leader of the Department of Natural Resources and Environment.
