On September 25, 2024, the Prime Minister of Vietnam issued Decision 1043/QD-TTg on the Plan to implement the Law on Road Traffic Order and Safety 2024 of Vietnam 2024.

07 contents in the Plan for the Implementation of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024

The plan to implement the Law on Road Traffic Order and Safety 2024 of Vietnam 2024 will have 07 main contents as follows:

(1) Compiling materials for propaganda, dissemination, mastery, and intensive training on the Law and detailed regulatory documents governing specific provisions of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024

(2) Organizing propaganda and dissemination of legal provisions on road traffic order and safety

(3) Organizing legal education on road traffic order and safety

(4) Conducting intensive training on the Law and detailed regulatory documents governing specific provisions of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024

(5) Developing regulatory documents for the implementation of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024

(6) Ensuring resources for the implementation of building a Database on road traffic order and safety; Traffic Command Center; database system on driving license points; checking legal knowledge on road traffic order and safety for those who have had their driving licenses revoked; building, managing, operating, and using the monitoring system to ensure road traffic security, order, and safety; managing the data system of journey monitoring equipment and driver image recording devices; full-process vehicle registration; number plate auction management system; traffic signal management system; handling administrative violations in the area of ensuring road traffic order and safety

(7) Monitoring, inspecting, and reporting on the implementation results of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024

For example, detailed contents related to the development of regulatory documents for implementing the Law on Road Traffic Order and Safety 2024 of Vietnam 2024 include:

- Developing 07 Decrees of the Government of Vietnam, 01 decision of the Prime Minister of the Government of Vietnam, and 36 Circulars of relevant ministries according to stipulations in item 4 (Law on Road Traffic Order and Safety 2024 of Vietnam 2024) – Appendix of the List and assignment of drafting agencies for detailed regulatory documents implementing laws and resolutions passed by the 15th National Assembly at the 7th session, promulgated together with Decision 717/QD-TTg on July 27, 2024, by the Prime Minister of the Government of Vietnam.

The Ministries assigned the task of developing the above documents are to develop a plan to implement the task of developing Decrees and Circulars in conformance with the Law on Promulgation of Legal Documents and guiding documents for implementation.

- Developing guidance documents by the People's Committees at the provincial level on the operating scope of rudimentary vehicles, four-wheeled motorized cargo vehicles, and four-wheeled motorized passenger vehicles in the locality; operation of sanitation vehicles, construction material transport vehicles, and waste transport vehicles; regulations on using motorbikes, motorcycles, rudimentary vehicles for passenger and goods transportation business within the locality as stipulated in Clause 6 Article 35, Clause 4 and Clause 5 Article 44, Clause 2 Article 47, Clause 2 Article 48 of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024.

+ Lead agency: People's Committees at the provincial level.

+ Deadline for completion: Before November 15, 2024.

The implementation of the 07 contents in the Plan for the Implementation of the Law on Road Traffic Order and Safety 2024 of Vietnam 2024 must ensure the following requirements:

- Ensuring unified direction from the Government of Vietnam, the Prime Minister of the Government of Vietnam; close, regular, and effective coordination between ministries, ministerial-level agencies, agencies under the Government of Vietnam, Provincial People's Committees, centrally-affiliated cities, and relevant agencies and organizations in implementing the Law on Road Traffic Order and Safety 2024 of Vietnam 2024.

- Each task must be tied to the responsibilities and roles of the agencies, units assigned to lead, cooperate with ministries, ministerial-level agencies, agencies under the Government of Vietnam, and relevant agencies and organizations in implementing the Law on Road Traffic Order and Safety 2024 of Vietnam 2024.

- Establishing a specific roadmap to ensure that by January 1, 2025, the Law on Road Traffic Order and Safety 2024 of Vietnam 2024 and the detailed regulatory documents implementing the Law are uniformly and consistently implemented nationwide.

- Regularly checking, urging, guiding promptly to address difficulties and obstacles in the process of organizing and implementing the Law on Road Traffic Order and Safety 2024 of Vietnam 2024.
