Standards and conditions for promotion to Class II broadcaster in Vietnam

An Class II broadcaster is a professional title for a public employee in the Information and Communication sector, who must meet the general standards of professional ethics, educational qualifications, training, and professional competency as prescribed by law.

According to Article 14, Section 3 of Circular 12/2024/TT-BTTTT, the criteria and conditions for promotion to the professional title of Class II broadcaster (code: V11.10.28) include:

- Holding the professional title of Class III broadcaster, Code: V11.10.29.

- Having at least 09 years of holding the professional title of Class III broadcaster (or equivalent) (excluding probationary period, internship). In case of equivalent time with the professional title of Class III broadcaster, there must be at least 01 year (full 12 months) of holding the professional title of Class III broadcaster up to the deadline for submitting the registration application for promotion (if the time holding the professional title of Class III broadcaster is not continuous, it can be accumulated).

- During the time of holding the professional title of Class III broadcaster (or equivalent), having presided over or participated in reading at least 01 (one) work that won an award at the ministry, department, provincial level or participated in writing a thesis in at least 01 (one) specialized scientific research project at the institutional level or higher, which the agency, unit managing and using public employees is assigned to preside over, construct, and has been issued or approved by a competent authority.

- During the time of holding the professional title of Class III broadcaster (or equivalent), having received a certificate of merit or achieved the title of emulation soldier at the ministry, department, provincial level, or twice achieved the title of base emulation soldier or higher for achievements in professional activities.

Duties of the Class II broadcaster in Vietnam

According to Section 1, Article 12 of Circular 46/2017/TT-BTTTT, a Class II broadcaster in Vietnam has the following duties:

- Participate in compiling materials and program content for professional training for lower-class broadcasters.

- Participate in compiling materials and program content for professional training for lower-class broadcasters.

- Participate in developing operational, technical processes and regulations for broadcasting tasks.

- Read, introduce, and narrate accurately and proficiently various types of texts with high quality; use standard Vietnamese language without local dialects.

- Proactively grasp the spirit and content of the text to adjust intonation, volume, and reading voice suitable to the nature and type of transmitted text; respond flexibly to unexpected situations or cases outside the script.

- Detect speaking, grammatical, spelling, and content errors in the read, introduced text; propose solutions to those in charge to address and perfect the program in both form and content.

- Build a unique reading style and voice characteristics of the broadcaster specific to the unit.

- Strictly comply with the internal rules, regulations, and principles of activities in the recording, reading room, and the unit.

- Summarize professional expertise; participate in preparing content for specialized professional seminars domestically and internationally.
