On September 20, 2024, the Prime Minister of the Government of Vietnam issued Decision 1011/QD-TTg regarding the List of major energy users of 2023.

List of major energy users in Vietnam in 2023

According to Decision 1011/QD-TTg, the total number of major energy users nationwide in 2023 is 3,491 facilities. This includes 2,864 industrial facilities, 18 agricultural production facilities, 70 transportation units, and 539 construction projects.

Regarding the implementation of Decision 1011/QD-TTg, the Prime Minister of the Government of Vietnam assigns the Ministry of Industry and Trade to preside and coordinate with relevant ministries, sectors, and localities to manage the energy use activities of the major energy users according to the provisions of the Law on Economical and Efficient Use of Energy and Decree 21/2011/ND-CP detailing and guiding the implementation of the Law on Economical and Efficient Use of Energy.

The People's Committees of provinces and centrally affiliated cities shall direct relevant departments, sectors, and localities to inform major energy users in their areas and organize, manage, and monitor the implementation of energy-saving and efficient programs for these facilities; direct local specialized agencies to inspect, review, and compile a list of major energy users in their areas; and summarize to send to the Ministry of Industry and Trade of Vietnam before February 1 annually.

Corporations and state-owned groups require major energy users under their management to implement energy-saving and efficient use tasks according to the provisions of the Law on Economical and Efficient Use of Energy and other relevant legal documents, report to the People's Committees of provinces and centrally-run cities where their headquarters are located, and simultaneously report to the respective corporation or group to summarize and report to the Ministry of Industry and Trade.

major energy users are responsible for fully performing their obligations as stipulated in the Law on Economical and Efficient Use of Energy, Decree 21/2011/ND-CP detailing and guiding the implementation of the Law on Economical and Efficient Use of Energy, and other relevant legal documents.
